About this opportunity

The Board of Regents of the University System of Georgia, as owner, is soliciting sealed bids to replace the air handling unit at Coffin Gym on the College of Coastal Georgia's Brunswick Campus under Project CCGA-2705, with bids due December 3, 2026 at 2:00 p.m. and a mandatory pre-bid conference on November 12, 2026 at 10:00 a.m. The College of Coastal Georgia is the using agency. The source names no set-aside or preference program; the bidder qualifications form includes only a statistical MBE and GMBE self-identification section.

The scope replaces air handling unit AH-G-1 with associated heating coils, a cooling coil, a fan array with variable frequency drive fan control, related HVAC piping, and direct digital control integration. Electrical work replaces fluorescent strip fixtures with LED equivalents and installs emergency lighting with 90-minute nickel cadmium battery backup. Existing duct smoke detectors must be protected during construction and reinstalled at new locations. The design professional is NBP Engineers, Inc. of Macon, Georgia.

Bidders must hold state licensure, meet minimum experience criteria in Section 01 4000, submit a notarized Statement of Bidder's Qualifications, and be registered with the federal work authorization program under Georgia Security and Immigration Compliance Act requirements. Responsibility evaluation covers debarment status, default history, a current ratio of 1.0 or higher, an Experience Modification Rate not exceeding an average of 1.2 over three years, and public works past performance. Bid bonds must equal at least 5 percent of the bid amount, and performance and payment bonds must each equal 100 percent of the contract sum before execution. The owner will publish a qualified bidders list, and qualification protests are due within three working days of publication.

The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder within budget. If all responsive and responsible bids exceed budget, the owner may negotiate with the lowest responsive and responsible bidder to reduce scope or supplement the budget. The contractor must complete pre-commencement services within 120 days of the contract effective date and achieve material completion within a specified number of consecutive calendar days after the Proceed Order, subject to liquidated damages. Bids cannot be withdrawn for 35 days after opening.
