About this opportunity
The Oregon Department of Human Services (ODHS) is procuring a Community Based Organization (CBO) to serve as the backbone organization for developing a comprehensive array of child, youth, and family support services through a collective of community organizations. The selected CBO will be responsible for organizing and facilitating convenings of multiple CBOs, identifying participating organizations, and developing a culturally responsive services proposal. Key deliverables include generating a list of participating CBOs, facilitating the development of a services array proposal, and submitting a final report to ODHS detailing proposed services within one year. The procurement requires extensive experience in leading and managing community projects, managing social services, identifying historical barriers for communities of color, utilizing multiple funding sources, and demonstrating strong financial management capabilities. Proposals are due by January 4, 2024, with ODHS anticipating awarding a single contract with an initial one-year term and potential annual renewals up to a maximum of five years. The RFP indicates that no bid may exceed $150,000 for the initial project phase, and proposals will be evaluated based on the organization's demonstrated experience, community engagement approach, and ability to effectively coordinate and represent a diverse collective of community-based organizations.
The procurement includes a strong emphasis on increasing participation of minority, women, emerging small, and service-disabled veteran-owned businesses, as evidenced by the attached Certified Disadvantaged Business Outreach Plan. The ODHS specifically requires offerors to provide a detailed plan for soliciting participation from certified firms as potential subcontractors. REAP Inc. has been identified in the Intent to Award Notice as the anticipated contractor for this opportunity. The procurement is specifically targeted to community-based organizations with proven capabilities in social service coordination, with a focus on organizations that can demonstrate cultural responsiveness and an understanding of barriers faced by communities of color. Offerors must possess a valid Pay Equity Certificate if employing 50 or more full-time workers and the contract exceeds $500,000. The contract will be awarded to a single organization that can effectively serve as a collective lead, with an anticipated budget not to exceed $150,000 for the initial project phase. Successful offerors must also demonstrate financial stability, a satisfactory history of completing similar contracts, and the ability to meet all contractual responsibilities as outlined in the Responsibility Inquiry attachment.
