About this opportunity
The State of Florida Department of Military Affairs, on behalf of the Florida Army National Guard's Construction & Facility Management Office at Camp Blanding Joint Training Center in St. Johns County, is issuing an Invitation to Bid (ITB) for the removal and replacement of approximately 5,784 linear feet of chain-link fencing, including terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates located at 5629 State Road 16 West, Starke, Florida. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards; an addendum alternative (ABI 1) provides for 7-foot high fencing with identical barbed wire configuration. All fence posts must be set in concrete with horizontal cross bars at the top and tension wire at the bottom. Bidders must possess appropriate Florida state licenses or certifications required by Chapters 399, 455, 489, and 633 of the Florida Statutes and demonstrate comparable project experience with at least two successful chain-link fencing projects completed within the last five years; bidders exceeding $500,000 in estimated contract value must submit a Florida State Contractor License, proof of an active office within 300 road miles of the project, resumes for the Project Manager and Project Superintendent, and vendor registration in MyFloridaMarketplace. The non-mandatory pre-bid meeting and site visit are scheduled for March 24, 2026, at 10:00 a.m. at the project location, with the deadline for bidder questions set for March 31, 2026, at 12:00 p.m., a tentative final addendum published on April 3, 2026, and sealed bids publicly opened and read aloud on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. Contract award will be granted to the lowest responsive and responsible bidder, and the project must achieve substantial completion within 120 calendar days after the Notice to Proceed, with liquidated damages assessed at $250.00 per calendar day for delays beyond the required completion date.
The procurement is subject to federal compliance requirements, as the project is funded by State Fiscal Recovery Funds made available through the American Rescue Plan Act; consequently, all bidders must have a Unique Entity Identification (UEID) from SAM.gov or evidence of application at the time of bid opening, and must comply with federal debarment and suspension regulations verified through the System for Award Management. Because the estimated construction cost is between $100,000 and $300,000, bidders must provide a good faith deposit equal to 5 percent of the bid amount via bid bond from a surety insurer authorized in Florida, or a certified or cashier's check accompanying the bid; upon contract award, Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the contract sum are required and must be registered with the county within 10 days of award. The contract requires compliance with prevailing wage requirements, E-Verify employment verification, and use of Florida products where quality and pricing are equal, and all contractor and subcontractor employees working at Department of Military Affairs facilities must undergo criminal history background checks. Contractors must establish a local office within 300 miles of the project site, obtain all required insurance before commencing work, furnish a watertight 12 by 12 foot office for the Architect/Engineer's exclusive use, and maintain 24-hour site security. The estimated contract value is between $100,000 and $300,000, with proposals valid for 60 calendar days from bid opening and the selected contractor required to enter into a formal written agreement within 10 calendar days of contract award.
