About this file

This is a Supplemental Conditions document issued by the State of Florida Department of Military Affairs for a chain-link fence replacement project at Camp Blanding Joint Training Center located at 5629 State Road 16 West in Starke, Florida. The project involves the removal and replacement of approximately 5,784 linear feet of chain-link fencing, terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards, with an alternative option (ABI 1) for 7-foot high fencing. The project must achieve substantial completion within 120 calendar days after the Notice to Proceed, with a non-mandatory pre-bid meeting and site visit scheduled for March 24, 2026, at 10:00 a.m., a bidder question deadline of March 31, 2026, at 12:00 p.m., and sealed bid opening on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. Contract award will be granted to the lowest responsive and responsible bidder.

The estimated contract value is between $100,000 and $300,000, requiring bidders to submit a bid bond equal to 5 percent of the bid amount. Upon contract award, Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the contract sum are required. The project is funded by State Fiscal Recovery Funds made available through the American Rescue Plan Act, requiring compliance with federal regulations including prevailing wage requirements, E-Verify employment verification, and debarment and suspension verification through the System for Award Management. All bidders must possess appropriate Florida state licenses and demonstrate comparable project experience with at least two successful chain-link fencing projects completed within the last five years. Contractors must establish a local office within 300 miles of the project site, provide a watertight 12 by 12 foot office for the Architect/Engineer's exclusive use, furnish water and electricity for construction purposes, maintain 24-hour site security, and ensure criminal history background checks for all employees working at Department of Military Affairs facilities. Liquidated damages are assessed at $250.00 per calendar day for delays beyond the required completion date. Proposals are valid for 60 calendar days from bid opening, and the selected contractor must enter into a formal written agreement within 10 calendar days of contract award.
