About this file
This is a Pre-Bid Meeting Sign-In Sheet for the Florida Army National Guard's Construction & Facility Management Office (CFMO) regarding Project 224112, the SR16 Chain Link Fence replacement at Camp Blanding Joint Training Center. The non-mandatory pre-bid meeting and site visit were held on March 24, 2026, at 10:00 a.m. at the project location in St. Johns County, Florida. The project involves the removal and replacement of approximately 5,784 linear feet of chain-link fencing, including terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates located at 5629 State Road 16 West, Starke, Florida. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards. An addendum alternative (ABI 1) provides for 7-foot high fencing with identical barbed wire configuration. The deadline for bidder questions was March 31, 2026, at 12:00 p.m., with a tentative final addendum published on April 3, 2026. Sealed bids were publicly opened and read aloud on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida.
The estimated contract value is between $100,000 and $300,000, with contract award granted to the lowest responsive and responsible bidder. Bidders were required to submit a good faith deposit equal to 5 percent of the bid amount via bid bond or certified/cashier's check. Upon contract award, Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the contract sum were required. The project is funded by State Fiscal Recovery Funds made available through the American Rescue Plan Act, a federal funding source that required all bidders to have a Unique Entity Identification (UEID) from SAM.gov and comply with federal debarment and suspension regulations. Bidders must possess appropriate Florida state licenses or certifications and demonstrate comparable project experience with at least two successful chain-link fencing projects completed within the last five years. For contracts exceeding $500,000, additional requirements include a Florida State Contractor License, proof of an active office within 300 road miles of the project, and vendor registration in MyFloridaMarketplace. The project must achieve substantial completion within 120 calendar days after the Notice to Proceed, with liquidated damages assessed at $250.00 per calendar day for delays beyond the required completion date. Proposals were valid for 60 calendar days from bid opening, and the selected contractor was required to enter into a formal written agreement within 10 calendar days of contract award.
