About this file

This is a prequalification requirements document issued by the State of Florida Department of Military Affairs for the Camp Blanding Joint Training Center project involving the removal and replacement of approximately 5,784 linear feet of chain-link fencing. The project scope includes terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates located at 5629 State Road 16 West, Starke, Florida. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards, with an alternative option (ABI 1) for 7-foot high fencing. A non-mandatory pre-bid meeting and site visit are scheduled for March 24, 2026, at 10:00 a.m. at the project location. The deadline for bidder questions is March 31, 2026, at 12:00 p.m., with a tentative final addendum published on April 3, 2026. Sealed bids will be publicly opened and read aloud on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. The project must achieve substantial completion within 120 calendar days after the Notice to Proceed, with liquidated damages assessed at $250.00 per calendar day for delays.

Prequalification requirements vary based on contract level, with Level Five contracts (bids exceeding $500,000) requiring comprehensive documentation including a copy of Florida State Contractor License, corporate charter number, proof of an active office within 300 road miles of the project, resumes for the Project Manager and Project Superintendent, a 36-month project history, proof of successful completion of at least two similar projects within the last five years, vendor registration in MyFloridaMarketplace, and a letter of intent from the bonding company. All contractors must provide proof of contractor licenses as required by Florida Statutes Chapters 399, 455, 489, and 633, and demonstrate comparable project experience with at least two successful chain-link fencing projects completed within the last five years. The estimated contract value is between $100,000 and $300,000, requiring a good faith deposit equal to 5 percent of the bid amount via bid bond or certified check. The procurement is funded by State Fiscal Recovery Funds through the American Rescue Plan Act, requiring bidders to obtain a Unique Entity Identification (UEID) from SAM.gov and comply with federal debarment and suspension regulations. Upon contract award, Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the contract sum are required and must be registered with the county within 10 days of award. The contract requires compliance with prevailing wage requirements, E-Verify employment verification, and criminal history background checks for all contractor and subcontractor employees.
