The project scope includes replacement of terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates with new black vinyl fencing 6 feet high with 1 foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 specifications and CBJTC Fencing Standards. An addendum alternative (ABI #1) provides for 7-foot high fencing with identical barbed wire configuration. All fence posts must be set in concrete with horizontal cross bars at the top and tension wire at the bottom. The sealed bid opening was held on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. The selected contractor must achieve substantial completion within 120 calendar days after Notice to Proceed.
Bidders were required to submit a good faith deposit equal to 5 percent of the bid amount through a bid bond or certified/cashier's check and must comply with all non-technical specifications including General Terms and Conditions and Supplemental Conditions. Upon contract award, the contractor must furnish a Contract Performance Bond and Labor and Material Payment Bond equal to 100 percent of the accepted bid within 10 calendar days. The project is funded through State Fiscal Recovery Funds from the American Rescue Plan Act, requiring all bidders to obtain a Unique Entity Identification (UEID) from SAM.gov and comply with federal debarment regulations. Liquidated damages are assessed at $250.00 per calendar day for delays beyond the required completion date. The contractor must maintain 24-hour site security, obtain all required insurance prior to commencing work, and ensure all employees undergo criminal history background checks as required by the Department of Military Affairs.
