About this file
This is a Pre-Bid Site Visit Meeting Agenda issued by the Florida Army National Guard Construction & Facility Management Office for the CBJTC SR 16 Chain Link Fence Project at Camp Blanding Joint Training Center. The project involves the removal and replacement of approximately 5,784 linear feet of chain-link fencing, terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates. The new fencing will be black vinyl, six feet high with one foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards. An alternate bid item (ABI 1) provides for seven-foot high fencing with identical barbed wire configuration. The non-mandatory pre-bid meeting and site visit is scheduled for March 24, 2026, at 10:00 a.m. at the project location. The deadline for bidder questions is March 31, 2026, at 12:00 p.m. local time, with a final addendum to be issued on April 3, 2026. Sealed bids will be opened on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin Jr. Armory in Saint Augustine, Florida.
For bids exceeding $100,000, a good faith deposit equal to five percent of the total bid amount is required via bid bond from a surety insurer authorized in Florida, certified check, or cashier's check. Upon contract award, Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the contract sum are required. Contractors must obtain all required permits and include permit costs in their bid packages. The contractor must complete at least 15 percent of the project work and provide a Florida State contractor license if applicable. Bids must be submitted in sealed envelopes on DMA forms and physically delivered to the specified address; electronic submissions are not accepted. Contract award will be granted to the lowest responsive and responsible bidder. Federal or State picture identification is required for entry into the armory. All contractor and subcontractor employees must submit to background checks for pre-authorization to work at Camp Blanding, with the approval process taking approximately five business days. No verbal statements made by State of Florida employees will supersede information published in the solicitation; only written addenda issued by the Department of Military Affairs Construction and Facility Management Office will amend the solicitation.
