About this file
This Addendum #1, issued by the Florida Department of Military Affairs Construction & Facility Management Office on behalf of the Florida Army National Guard, modifies the original Invitation to Bid for Project 224112—CBJTC SR16 Chain Link Fence. The project involves the removal and replacement of approximately 5,784 linear feet of chain-link fencing at Camp Blanding Joint Training Center in St. Johns County, Florida, including terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating, with an alternate bid item (ABI 1) for 7-foot high fencing. The original Invitation to Bid was issued on March 13, 2026, with a non-mandatory pre-bid meeting scheduled for March 24, 2026, at 10:00 a.m., and a bidder question deadline of March 31, 2026, at 12:00 p.m. Sealed bids are due April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. The project must achieve substantial completion within 120 calendar days after Notice to Proceed, with liquidated damages of $250.00 per calendar day for delays.
Addendum #1 provides critical clarifications regarding specifications and requirements: the chain-link wire must be Class 2b Commercial Grade with 9-gauge core wire and polyvinyl chloride coating per ASTM F668; the selvage configuration is Twist Top with Knuckle Bottom; existing posts must be completely removed with concrete footers; grounding is required only for gate posts, not line posts; a General Contractor license is not mandatory; no permit is required; post sizes follow the 72-inch and above table specification; and all hardware must be domestic due to federal funding under the Buy America Preference (Public Law 117-58). The project is funded through State Fiscal Recovery Funds from the American Rescue Plan Act, requiring federal compliance including debarment checks through SAM.gov and UEID registration. The estimated contract value is between $100,000 and $300,000, requiring a 5 percent good faith deposit via bid bond, with Performance and Labor and Material Payment Bonds at 100 percent of contract value upon award. Bidders must comply with prevailing wage requirements, E-Verify employment verification, and Florida product preferences where applicable.

Answers to Questions (Q) / Clarifications (C) / Modifications (M)
Q1. Please confirm the Class of Chain Link Wire (vinyl coated wire chart attached for reference):
o Class 1: 13 ga. core wire w/ a 9ga. finish o Class 2a: 9 ga. core wire / a 6ga. finish o Class 2b: 9 ga. core wire w/ a 8ga. Finish
A1. Class 2b-Commercial Grade, 9 ga. Core wire; (polyvinyl chloride-coated steel fabric with 92 grams of zinc coating per square meter in accordance with ASTM F668)
Q2. What is the top and bottom selvage of the chain link wire: Twist Top / Twist Bottom or Twist Top / Knuckle Bottom?
A2. Twist Top / Knuckle Bottom
Q3. For Removal: can existing posts be cut off below grade? Or does the entire post need to be pulled along w/ concrete footer?
A3. The entire post needs to be pulled along with concrete footer.
mailto:ng.fl.flarng.list.cfmo-contracting@army.mil
Q4. Please confirm if grounding of the fence and gates is to be included.
A4. Grounding of the gate posts are included (NOT Line posts)
Q5. Could you please confirm whether a General Contractor license is mandatory for this project?
A5. No, a GC license is not mandatory.
Q6. Is a permit required.
A6. No, a permit is not required.
Q7. Specs pg 02444-1 calls for 2" line posts and 2-1/2" Terminal posts, and on FE6 Chain Link details show 2-1/2" line posts and 3" terminal posts?
A7. The post size confusion is because they are looking at 2 different fences. We have dealt with this in the past. The table shows “Up to 72” and then it shows 72” and above.
The correct table is the 72” and above.
Q8. Does the hardware need to be domestic or is import acceptable?
A8. Yes, it must be domestic. Due to the money being Federal. (Refer to Section D-4 Buy America Preference (Pub. L. No. 117-58,§§ 70901-52, Title IV—Build America, Buy America Act)
C. You are preparing a bid for a Base Bid and an Alternate Bid Item (ABI 1). There are two separate line items on the proposal form for each bid.
