The project involves the removal and replacement of approximately 5,784 linear feet of chain-link fencing, including terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards, with an alternative bid item (ABI 1) option for 7-foot high fencing. The non-mandatory pre-bid site visit meeting is scheduled for March 24, 2026, at 10:00 a.m. at the project location. The deadline for bidder questions is March 31, 2026, at 12:00 p.m. local time, with a final addendum scheduled for April 3, 2026. Sealed bids will be opened on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin, Jr. National Guard Armory in Saint Augustine, Florida. All work must be performed Monday through Friday with coordination required for any after-hours work, weekend work, or holidays, and contractors must be aware of the Florida National Guard's alternate work schedule where every other Monday is a scheduled day off.
For bids exceeding $100,000, a good faith deposit of 5 percent of the bid amount is required, submitted via bid bond from a surety insurer authorized to do business in Florida, certified check, or cashier's check. Performance and Labor and Material Bonds are required from any contractor entering into a formal contract with the State of Florida for contracts in excess of $100,000 for construction work pursuant to Florida Statute 255.05(1). Contractors must obtain all required permits and include permit costs in their bid packages. The contract will be awarded to the responsive and responsible bidder submitting the lowest price for the base bid or base bid plus alternate bid items.
