This is a Prequalifications for Award document issued by the State of Florida Department of Military Affairs on behalf of the Florida Army National Guard for the removal and replacement of approximately 5,784 linear feet of chain-link fencing at Camp Blanding Joint Training Center in St. Johns County. The project includes replacement of terminal posts, line posts, barbed wire, and two 30-foot manually operated cantilever gates at 5629 State Road 16 West, Starke, Florida. The new fencing will be black vinyl, 6 feet high with 1 foot of barbed wire with black vinyl coating above the fence, installed in accordance with USACE FE6-TR-72 Chain-Link Security Fence specifications and CBJTC Fencing Standards; an alternative (ABI 1) provides for 7-foot high fencing with identical barbed wire configuration. The non-mandatory pre-bid meeting and site visit are scheduled for March 24, 2026, at 10:00 a.m., with the deadline for bidder questions set for March 31, 2026, at 12:00 p.m., a tentative final addendum published on April 3, 2026, and sealed bids publicly opened on April 21, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida. The project must achieve substantial completion within 120 calendar days after the Notice to Proceed, with liquidated damages assessed at $250.00 per calendar day for delays beyond the required completion date.
Bidders must meet specific prequalification requirements including possession of a Florida State Contractor License, proof of an active office within 300 road miles of the project, resumes for Project Manager and Project Superintendent, and vendor registration in MyFloridaMarketplace. For contracts exceeding $500,000, bidders must provide resumes demonstrating relevant experience and proof of successfully completing at least two projects of similar scope, size, and complexity within the last five years; bidders must also provide a bonding letter from their surety company. For this contract estimated between $100,000 and $300,000, bidders must submit a 5 percent good faith deposit via bid bond or certified check, and upon award, must provide Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the contract sum. The project is funded by State Fiscal Recovery Funds made available through the American Rescue Plan Act, requiring all bidders to obtain a Unique Entity Identification (UEID) from SAM.gov and comply with federal debarment and suspension regulations. Additional requirements include prevailing wage compliance, E-Verify employment verification, use of Florida products where quality and pricing are equal, criminal history background checks for all employees, a local office within 300 miles, 24-hour site security, and furnishing a 12 by 12 foot watertight office for the Architect/Engineer's exclusive use.
