The College of Coastal Georgia (Board of Regents of the University System of Georgia) is soliciting sealed construction bids for the Camden Center Chiller #1 Replacement project in Kingsland, Georgia, with bids due December 15, 2022 at 2:30 p.m., and a mandatory pre-bid conference on November 29, 2022 at 1:00 p.m. Addendum No. 1 (December 2, 2022) restricts bidding to four approved contractors: Air Management Systems, Comfort Systems, JM Clayton, and Copper Construction Company.
The scope is replacement of an existing centrifugal chiller with new equipment, new 10 HP chilled water pump, new 350A/3-phase circuit breaker, variable frequency drives for supply air fans, new dampers and actuators, and refrigerant monitoring systems. Variable frequency controllers must operate at 480 volts/three-phase input with 460 volts motor nameplate voltage, microprocessor-based inverter logic with pulse-width-modulated systems at 4,000–8,000 Hz carrier frequencies, and minimum 95% efficiency at full load. Acceptable manufacturers for VFDs include ABB, AC Technology, Allen Bradley, Danfoss, Eaton, Emerson, Hitachi, Yaskawa, Omron, Schneider Electric, Toshiba, and Johnson Controls. Control valves, dampers, and sensors must meet specified manufacturers and performance criteria. A three-year materials-only warranty is required for all variable frequency controllers. Factory-trained representative support must include a minimum of two days for controller preparation, calibration, installation, and operator instruction, with no less than four hours of technical assistance for BACnet integration. All electrical products must be listed by Underwriters Laboratories.
Project completion is required within 270 consecutive calendar days from issuance of a Proceed Order. The contract is awarded on a lump sum basis to the lowest responsive and responsible bidder. A bid bond of not less than 5% of the bid amount is required, and the successful contractor must provide performance and payment bonds each equal to 100% of the contract sum. Bidders must meet Georgia state licensure requirements, demonstrate minimum experience qualifications in Section 01 4000, maintain a current ratio of 1.0 or higher, and present a workers' compensation Experience Modification Rate not exceeding an average of 1.2 over the past three years. Bids may not be withdrawn for thirty-five days after opening except per Georgia law.
