About this opportunity
The City of Phoenix is soliciting qualifications from a qualified consultant team to provide architectural and engineering design services, construction administration, and inspection services for the Cactus Park Police Precinct project, a new state-of-the-art facility located at 3035 W. Thunderbird Road designed to replace an outdated existing precinct. The project scope includes designing a main precinct building of approximately 13,225 square feet featuring community spaces, administrative offices, interview rooms, a real-time operations center, evidence storage, and patrol operations areas, along with a 4,100-square-foot support operations facility containing a mechanic shop, firearms training facility, motorcycle garage, and vehicle storage, plus site infrastructure including covered fuel islands, solar-covered parking, secure parking areas, emergency vehicle access, security features, and stormwater management with provisions for future expansion and modular design elements. Submissions must comply with International Association of Chiefs of Police Facility Guidelines, Commission on Accreditation for Law Enforcement Agencies Standards, Crime Prevention Through Environmental Design Principles, ADA Accessibility Standards, and U.S. Green Building Council LEED v4.1 BD+C Requirements, with sustainable features including solar energy, water conservation, energy efficiency, low-VOC materials, and coordination with the Phoenix Office of Arts and Culture for artwork integration. The evaluation criteria are weighted across seven categories totaling 421 points including design experience of the prime firm (60 points), construction administration and inspection experience (40 points), design and construction experience of key personnel and subconsultants (150 points), technical understanding and approach (100 points), staffing information (50 points), and reference checks (21 points), with an additional 600 points allocated for finalist interviews. A pre-submittal meeting is scheduled for March 5, 2026, at 11:30 am, and Statements of Qualifications must be submitted electronically through the City's Procurement Portal by 12:00 pm on Friday, March 20, 2026, with interviews scheduled for April 28, 2026, and selection notification expected in May 2026. Finalists will be notified on April 9, 2026, and submissions are limited to a maximum of 30 pages of content plus 8 additional resume pages for a total of 38 pages.
This Request for Qualifications does not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises based on the available documentation. Consultants responding to the RFQ must submit up to three reference checks from agencies or entities for which they have recently provided similar services, with references evaluated on seven performance criteria including business relationship quality, team consistency, proactive problem-solving, on-time and on-budget completion, quality of work, recommendations for efficiencies or innovative ideas, and willingness to contract again, with a maximum of 21 points allocated for reference checks. No incumbent vendors or current contractors are identified in the procurement documents. The project is funded through the City of Phoenix 2023 General Obligation Bond Program with an estimated construction cost of $18 million, representing the overall project budget scope; however, the specific consultant services contract award value is not stated in the available documentation. The Design-Builder selected through this process will be responsible for all subcontractor performance and must follow a City-approved subcontractor selection plan requiring competitive bidding from a minimum of three pre-qualified subcontractors per trade, with a pre-award conference to be conducted after the Notice of Intent to Award to review nominated subcontractor slates and establish construction timelines.
