About this file
This is a Consultant Reference Check Instructions document issued by the City of Phoenix Office of the City Engineer's Design and Construction Procurement section for the Cactus Park Precinct General Obligation Bond project (OPENGOV ID PD00000077). The document establishes the reference evaluation process for consultant teams responding to the Request for Qualifications. Responding firms must submit up to three reference checks from agencies or entities for which they have recently provided similar services. References must be submitted electronically to soq.referencechecks@phoenix.gov by 12:00 pm Phoenix time on March 20, 2026, attention Julie B. Smith, Contracts Specialist II, with contact information provided (julie.b.smith@phoenix.gov; 602-534-2418). The first three references submitted will be accepted and utilized in the evaluation process, with completion of reference forms required from the Owner or Owner's representative directly responsible for project oversight.
The reference evaluation process allocates up to 21 total points across three reference checks, with each reference check worth up to 7 points. References are scored on seven performance criteria using a 1-4 rating scale: business relationship quality, team consistency between proposal and actual project performance, proactive problem-solving, on-time and on-budget completion, quality of work, recommendations for efficiencies or innovative ideas, and willingness to contract again. The rating scale assigns 1.0 point for Excellent (4), 0.75 points for Good (3), 0.50 points for Poor (2), and 0.25 points for Unsatisfactory (1). The document includes a sample cover letter template and comprehensive instructions for evaluating consultants' past performance on projects relevant to the Cactus Park Precinct architectural and engineering design services, construction administration, and inspection services. All completed reference evaluation forms become public record and will be released to the contractor or any requesting entity upon request.
