About this opportunity
Broward County is soliciting bids for the Broadview Park Drainage Green Infrastructure Project through an electronic procurement process on the BPRO system. The project requires a qualified contractor to furnish all labor, materials, equipment, and supervision for comprehensive drainage and roadway improvements within the Broward County Municipal Service District. Specific work components include roadway and drainage infrastructure, maintenance of traffic, resurfacing with pervious asphalt and concrete, pavement markings, barrier wall construction, stormwater pump station installation, and landscaping. Vendors must possess specific licenses such as a State of Florida Certified General Contractor, Certified Building Contractor, or Broward County General Building Contractor Class "A" or "B". The solicitation requires electronic submission through BPRO by September 15, 2025, with questions to be submitted through the platform by specified due dates. Evaluation will be based on lowest responsive and responsible bidder criteria, with the county reserving the right to award based on total bid price.
The project is funded through a combination of County Surtax and a Federally Funded Community Development Block Grant Mitigation Program (CDBG-MIT), which triggers specific federal procurement requirements including Davis-Bacon Act wage rates and equal opportunity provisions. While no specific Small Business Enterprise (SBE) or Disadvantaged Business Enterprise (DBE) goals are established, the county requires affirmative steps to consider small businesses, minority-owned businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. Contractors must perform at least 30% of the total contract work without subcontracting. The project includes pass-through allowances totaling $100,000 ($50,000 for permits and $50,000 for security services). Vendors must provide comprehensive insurance coverage, including $1,000,000 in general liability and workers' compensation, and submit various compliance documents such as ownership disclosures, criminal history screenings, and litigation history. The contract will require performance and payment bonds equal to 100% of the total contract amount, with successful bidders required to obtain county-issued contractor identification badges after completing background checks.
