About this file

This document is a Specifications and Requirements file for the Broadview Park Drainage Green Infrastructure Project within the Broward County Municipal Service District. The project requires a contractor to furnish all labor, materials, equipment, supervision, and incidentals for comprehensive drainage and roadway improvements including roadway and drainage components, maintenance of traffic, resurfacing, pervious asphalt, pervious concrete, pavement markings, barrier wall construction, stormwater pump station installation, and landscaping. The work involves challenging conditions including work over water and from barges, with contractors required to obtain all permits, provide detailed work methodology, obtain maintenance of traffic approvals, and submit weekly progress reports. The contractor must comply with all applicable building, safety, technical codes, and laws, with work performed according to FDOT Standard Specifications FY 2025-26 and various AWWA standards.

The specifications incorporate numerous FDOT pay items and technical requirements, with contractors required to provide mobilization services including 24/7 contact availability, quality control testing, materials certification, and comprehensive installation of pumping stations with concrete construction, ductile iron piping, mechanical equipment, electrical systems, and associated appurtenances. The project includes specialized requirements for pervious concrete pavement installation requiring certified craftsmen and installers with NRMCA certification and minimum three years experience, factory testing of pumps, pressure testing of all systems, and installation of vehicle access gates with galvanized steel construction. Payment is structured around individual FDOT pay items with unit prices including all labor, materials, equipment, and incidentals, with specific provisions for lump sum items like mobilization and pumping stations that require complete functional installations before acceptance.
