About this opportunity
The San Mateo County Sheriff's Office is seeking a comprehensive biohazard clean-up and sanitation services contract for its law enforcement facilities, including the Property and Evidence Bureau, Maguire Correctional Facility, and Maple Street Correctional Center. The Request for Proposals (RFP No. 2026-RFP-00032) requires a vendor capable of providing 24/7 biohazard waste clean-up, disposal, decontamination, and sanitation services with urgent response times of 60-90 minutes and standard response times within 24 hours. Proposers must meet stringent minimum qualifications, including four years of similar service experience, specific licensing (DTSC Hazardous Waste Transporter Registration, EPA Identification, Medical Waste Hauler registration), and comprehensive insurance coverage. The evaluation will be conducted using a point-based system with three primary criteria: Project Approach (45 points), Experience and Qualifications (30 points), and Price (25 points). A pre-proposal meeting is scheduled for October 10, 2025, at 9:00 am via Microsoft Teams, with final proposals due by November 7, 2025, at 5:00 pm. Proposers must have OSHA Bloodborne Pathogens and HAZWOPER certifications, demonstrate capabilities in handling biohazardous materials, and pass background checks.
The contract includes potential local business preference points, with 5% added for local businesses or non-profits and additional 3% or 5% for small or micro businesses/non-profits. The initial contract term is three years, with two optional one-year extensions, bringing the total potential contract duration to five years. While no specific budget range is explicitly stated, the standard contract template suggests the agreement will be under $200,000. Vendors must comply with various local ordinances, including non-discrimination provisions, living wage requirements, and employee jury service regulations. Insurance requirements are comprehensive, including comprehensive general liability, motor vehicle liability, and pollution liability/environmental impairment insurance with coverage minimums of $1,000,000 per occurrence. The contract covers services for unincorporated areas of San Mateo County and contracted townships and cities including Woodside, Portola Valley, San Carlos, Half Moon Bay, and Millbrae, emphasizing the broad geographical scope of the service requirements.
Opportunity text
The San Mateo County Sheriff's Office provides the full spectrum of law enforcement services to all unincorporated areas of San Mateo County, the contracted townships of Woodside and Portola Valley, and the contracted cities of San Carlos, Half Moon Bay, and Millbrae. The Sheriff's Office also oversees the county's Corrections Division, Court Security and transportation of incarcerated people, and the Civil Enforcement Bureau. The Sheriff's Office also oversees a Property Bureau which deals with and stores evidence.
Due to the nature of law enforcement work and evidence storage, the presence of biohazards is commonplace. The Sheriff's Office aims to contract with a company which provides biohazard waste clean-up and disposal and decontamination and sanitation services.
Since law enforcement is a 24/7 operation, interested vendors must be able to respond 24/7 and provide the services outlined in this RFP.
