About this file
This is a pricing proposal template for biohazard clean-up and sanitation services submitted to the San Mateo County Sheriff's Office in California. The template covers services required for the county's law enforcement facilities, including the Property and Evidence Bureau, Maguire Correctional Facility, and Maple Street Correctional Center. Proposers must provide pricing for two service tiers: standard requests with 24-hour response times and urgent requests with 60-90 minute response times available 24/7. Services include biohazard waste pickup and disposal with manifesting costs, jail cell decontamination for blood and bodily waste, blood drying cabinet decontamination, vehicle decontamination, street cleaning and waste cleanup, equipment and supplies, and filter replacements for specialized forensic equipment. Pricing must be submitted using this exact template without modification, with unit pricing provided for base years one through three and optional years four and five. The pre-proposal meeting is scheduled for October 10, 2025, at 9:00 am via Microsoft Teams, with final proposals due November 7, 2025, at 5:00 pm. The initial contract term is three years with two optional one-year extensions for a total potential duration of five years.
Proposers must structure pricing according to specified rate types including per-pound charges, per-container charges, per-pickup fees, per-cabinet rates, hourly rates, and per-incident charges. The proposal template requires proposers to clearly identify any minimums, surcharges, after-hours premiums, and alternative pricing options such as fixed monthly fees in the notes sections. Local business preference points are available, offering 5% for local businesses or non-profits and an additional 3% or 5% for small or micro businesses or non-profits. The evaluation criteria allocate 45 points to project approach, 30 points to experience and qualifications, and 25 points to price. No specific budget range is stated in this template, though the related RFP indicates the contract value is expected to be under $200,000. Proposers must demonstrate four years of similar service experience, maintain appropriate licensing including DTSC Hazardous Waste Transporter Registration and EPA Identification, hold OSHA Bloodborne Pathogens and HAZWOPER certifications, and carry comprehensive general liability and pollution liability insurance with minimum coverage of $1,000,000 per occurrence.
