About this opportunity
The Incorporated Village of Hempstead, New York is soliciting sealed bids for pool facility renovation at Kennedy Memorial Park under Bid #9 HEMV 2026-2027, with bids due August 4, 2026 at 11:00 a.m. A pre-bid meeting and facility walk-through is scheduled for July 20, 2026 at 9:30 a.m. No set-asides or preference programs are stated; no incumbent contractor is identified.
The scope encompasses complete renovation and reconstruction of the park's pool facilities at 335 Greenwich Street in Hempstead, including a new 7,725-square-foot bathhouse, a 1,437-square-foot filter building, two in-ground pools (30 feet by 50 feet family pool with 33,660-gallon capacity and 45 feet by 75 feet competition pool with 206,252-gallon capacity), a new spray park facility, mechanical systems, electrical and plumbing infrastructure, site drainage and grading, new asphalt pavement, concrete sidewalks, chain-link fencing, and landscaping. The project is organized into five contracts: Contract G (General Construction), Contract P (Plumbing Construction), Contract X (Pool Construction), Contract H (HVAC Construction), and Contract E (Electrical Construction). A limited asbestos and hazardous materials study identified only 50 linear feet of asbestos-containing tar at the roof parapet; all other sampled materials tested negative or contained trace amounts below the 1% threshold.
Critical specifications include Mer-Made Filter models with NSF listing, SPECK centrifugal pumps with cast iron volutes and bronze impellers suitable for chlorinated water, and specified Variable Frequency Drives manufactured by Horlick Co. Inc. All work must comply with New York State Swimming Pool Code, New York State Sanitary Code Part 6, Nassau County Department of Health requirements, and applicable New York State Building Code standards. The geotechnical report establishes a net design bearing pressure of 4,000 psf for new foundations and a 36-inch minimum frost protection depth.
Bidders must submit a bid bond or certified check equal to not less than 5 percent of the base bid from a bonding company licensed in New York. Contract documents require a fifty-dollar deposit, fully refundable within 30 days of the bid date in good condition, or half-refundable for non-bidders. The Board of Trustees reserves the right to waive informalities and reject any or all bids. Three addenda have been issued, with Addendum No. 3 issued July 31, 2026; all must be acknowledged upon proposal submission to avoid disqualification.
