About this opportunity
The City of Pittsburgh Office of Management & Budget, on behalf of the Department of Mobility & Infrastructure, is soliciting bids for the construction of traffic signal replacements at Beechwood/Linden/Wilkins and Brownsville/Maytide/Sankey intersections, with bids due July 15, 2026. This is a prevailing-wage project subject to Davis-Bacon wage determination PA20260002, effective May 18, 2026, covering heavy and highway construction across 32 Pennsylvania counties including Allegheny County. Executive Order 13706 paid sick leave (one hour per 30 hours worked, up to 56 hours annually) and Executive Order 13658 minimum wage ($13.65 per hour through December 31, 2026, where not superseded by prevailing rates) apply.
The scope encompasses complete removal and replacement of existing traffic signal infrastructure at four intersections, including pole-mounted signal heads, controllers, video detection systems, accessible pedestrian signal heads with countdown timers, LED signal modules, and associated electrical infrastructure. Work includes 10-inch modified cement concrete base course, 6-inch cement concrete sidewalk, conduit installation (2-inch and 3-inch PVC Schedule 40), Type 2070LC traffic signal controllers with Intelight MAXTIME 2.0 software, ITS Plus video detection, Polara or Campbell Company accessible pedestrian signal systems, and LED signal equipment. Traffic control, removal and disposal of existing equipment, ADA curb ramps with detectable warning surfaces, utility reroutes, and site restoration are included. Specifications reference PennDOT Publication 408, City of Pittsburgh Standards of Construction, and ASTM standards. Signal support materials and hardware are provided by the City; contractors transport from the City Zoo Yard and install. Shop drawing submissions to the City Municipal Traffic Engineer, manufacturer representatives on-site for calibration and testing, and a 30-day operational test period are required. ADA Technical Infeasibility Forms document design alternatives at multiple locations where existing roadway cross slopes exceed PennDOT Publication 72M maximums. Performance and payment bonds are required. Prevailing wage rates for electricians in Allegheny County are $49.11 per hour plus $36.79 fringe; linemen earn up to $68.06 per hour plus $31.43 fringe, depending on location.
