About this file

This is an ADA Technically Infeasible (TIF) Form D-4401 submitted by Michael Baker International on behalf of the City of Pittsburgh Department of Mobility & Infrastructure for a curb ramp project located at the intersection of Beechwood Boulevard and SR 2108 (Wilkins Avenue) in Pittsburgh, Pennsylvania. The project, identified as ECMS #100 at Airside Drive, involves the construction of pedestrian accessibility improvements as part of a resurfacing initiative. The form documents design decisions made prior to construction, specifically addressing the installation of a Type 1 Curb Ramp positioned approximately 5 feet north of the existing curb ramp along Beechwood Boulevard. The submission was completed by David Beiter, PE, and submitted on May 15, 2026, to the Allegheny County District ADA Coordinator located in Moon Township, Pennsylvania.

The form justifies the technical infeasibility of three alternative curb ramp designs (Type 2, Type 6, and Blended Transition) due to existing sidewalk cross slopes exceeding the maximum allowable 2.00% per PennDOT Publication 72M standards, combined with constraints including existing drainage inlets, limited project scope, and proximity of the existing sidewalk limit to the proposed level landing pad. The selected Type 1 Curb Ramp alternative accommodates a 4.50% cross slope, which exceeds the standard but allows multiple tie-in grades to connect with the existing sidewalk within acceptable tolerances. The project scope does not include reconstruction of adjacent curb ramps, drainage system updates, or inlet relocation, which contributed to the determination of technical infeasibility for alternative designs.

Sidewalk cross slope behind level landing pad would exceed the maximum 2.00% cross slope due to the sidewalk cross slope exceeding 2.00% (2.20% at southern tie-in, and back of sidewalk proximity to level landing pad).

2.) Type 6 Curb Ramp

3.) Blended Transition Curb Ramp

Existing inlet at radius return inhibits ability to design curb ramp at the radius return to decrease ramp cross slope.

Alternative selected and description of what requirement is not met

Sidewalk cross slope behind level landing pad would exceed the maximum 2.00% cross slope due to the sidewalk cross slope exceeding 2.00% (2.20% at southern tie-in, and back of sidewalk proximity to level landing pad); the project scope does not include updates to the adjacent curb ramp or drainage updates.

The selected alternative is to construct a Type 1 Curb Ramp at the existing intersection approximately 5' north of the existing curb ramp along

Beechwood Blvd. The 4.50% sidewalk cross slope would exceed the 2.00% maximum sidewalk cross slope according to PennDOT Publication

Sheet 2 - Technically Infeasible Form

Investigated Design Alternative #1

Constructing a Type 2 Curb Ramp would be techically infeasible because the maximum sidewalk cross slope would exceed 2.00% (2.20% at southern tie-in, and back of sidewalk proximity to level landing pad)

Investigated Design Alternative #2

Investigated Design Alternative #3

Constructing a Type 6 Curb Ramp would be techically infeasible because the maximum sidewalk cross slope would exceed 2.00%, and would need the adjacent curb ramp along SR 2108 (Wilkins Ave) to be reconstructed. Reconstructing the adjacent curb ramp is not within the scope of the project.

Utilizing a Blended Transition Curb Ramp would require the existing inlet along the radius return of the curb at the intersection of Beechwood Blvd and SR 2108 (Wilkins Ave) to be relocated which would require considerable grading and drainage redesign, which is not within the project scope.

Summary

A Type 1 Curb Ramp was selected as the best alternative. The proposed cross slope of the sidewalk adjacent to the level landing pad exceeds 2.00% (4.50%) due to the proximity of the back of the existing sidewalk limit to the proposed level landing pad, and due to the proposed tie-in location of the proposed sidewalk limits to the existing sidewalk. This allows for mulitple other grades from the curb ramp to tie into the existing sidewalk within the allowable tolerance as shown in PennDOT Publication

72M.
