About this file
This is a specification document for cement concrete sidewalk construction issued by the City of Pittsburgh Department of Mobility & Infrastructure as part of the Beechwood/Linden/Wilkins and Brownsville/Maytide/Sankey Traffic Signal Replacements project. The specification details the construction of 6-inch cement concrete sidewalks with reinforcement on an aggregate bed, measured and paid per square yard. The work must comply with PennDOT Publication 408, Section 676, and the City of Pittsburgh Standards of Construction (2023), with modifications including the use of welded wire fabric (6" x 6" - W1.4 x W1.4), a 4-inch compacted aggregate bed, and a 10-inch depth foundation. Concrete placement requires a 6-inch depth with manual finishing operations and light broom finish unless otherwise specified or to match existing conditions. The specification incorporates joint construction and welded wire fabric placement per City standards and eliminates curb ramp construction from this particular bid item.
This specification is part of a prevailing wage project subject to Davis-Bacon wage determination PA20260002, with bids due July 15, 2026. The broader traffic signal replacement project includes multiple work items across four intersections and references PennDOT Publication 408 and ASTM standards for material and construction requirements. Prevailing wage rates apply, with electricians earning $49.11 per hour plus $36.79 fringe and linemen earning up to $68.06 per hour plus $31.43 fringe in Allegheny County. Performance and payment bonds are required, and Executive Order 13706 paid sick leave and Executive Order 13658 minimum wage provisions apply to all workers on this project.
