About this file
This document is an ADA Technically Infeasible (TIF) Form prepared by Michael Baker International for the City of Pittsburgh Department of Mobility & Infrastructure in Allegheny County, Pennsylvania. The forms document design decisions for ADA compliance improvements along Brownsville Road in the Brownsville/Maytide/Sankey Traffic Signal Replacements project. The project addresses curb ramp and island access opening installations at multiple locations (identified as Locations 01, 02, 08, 12, 13, 18, 19, and 41) along Brownsville Road and at intersections with Sankey Avenue and Merritt Avenue. The document is dated January 0, 1900 (submission date incomplete) and submitted by David Beiter, PE. The project involves resurfacing work with an approximate cost of $16,900 and average daily traffic (ADT) of 2,046 vehicles.
The TIF forms systematically document why alternative ADA design standards cannot be met at each location due to existing roadway profiles that exceed maximum allowable slopes. Primary constraints include ramp cross slopes ranging from 2.2% to 5.8% that exceed the 2.00% maximum threshold established by PennDOT Publication 72M, existing utilities (storm water gates, utility poles), structural obstacles (business entrances), limited right-of-way, and existing infrastructure that would require relocations outside the project scope. Selected alternatives include Type 1 Curb Ramps, Type 2 Curb Ramps, Type A Island Access Openings, and Blended Transition Curb Ramps, each approved as the best feasible option given site-specific constraints. All forms were to be forwarded to District ADA Coordinators at Moon Township, PA for review and approval by the ADA Review Committee and ADE of Design.

2.) Relocating Island Access Opening West
3.) Type 1 Curb Ramp
Ramp cross slope would exceed the maximum 2.00% cross slope due to the roadway profile exceeding 2.00% (3.40% & 3.50%. Adding a Type 1 Curb Ramp would also introduce a ramp slope that would create an elevated island that introduces trip hazards in the middle of the roadway.
Alternative selected and description of what requirement is not met
The location of this Island Access Opening cannot be relocated due to the locations of the two opposing curb ramps on either side of Brownsville Rd.
The selected alternative is to construct a Type A Island Access Opening adjacent to the existing driveway along Brownsville Rd. The ramp cross slope of 3.50% and 3.40% would exceed the 2.00% maximum ramp cross slope according to PennDOT Publication 72M.

Sheet 2 - Technically Infeasible Form
Investigated Design Alternative #1
Constructing a Type B Island Access Opening would be technically infeasible because the maximum ramp cross slope would exceed 2.00% (3.50% and 3.40%). Flared curbs around the opening of the median island would not prevent the ramp cross slope from exceeding 2.00%.
ADA Technically Infeasible Form

(TIF Number automatically assigned. All fields marked with * provide data for TIF #)
Investigated Design Alternative #2
Investigated Design Alternative #3
Relocating the proposed Type A Island Access Opening would be technically infeasible because the proposed location of the island curb ramp is centered between the two curb ramps on either side of
Brownsville Rd. Relocating this island access opening would shift pedestrian walking paths towards traffic, as opposed to perpendicular to the travel lanes.
Constructing a Type 1 Island Access Opening would be technically infeasible because introducing an elevated ramp to the median island would not help prevent the cross slope of the curb ramp from exceeding 2.00% (3.40% & 3.50%).
Summary
A Type A Island Access Opening was selected as the best alternative. A max cross slope of 2.00% cannot be provided due to the existing Brownsville Rd profile exceeding 2.00% (3.40% and 3.50%).

2.) Relocating Curb Ramp
3.) Blended Transition Curb Ramp
Turning space required to be flush with the roadway would result in a cross slope and longitundal slope steeper than 2.00% (3.00%).
Alternative selected and description of what requirement is not met
Ramp cross slope would exceed the maximum 2.00% cross slope due to the roadway profile exceeding 2.00% (3.40%); Existing stormwater sewer grate and utility pole inhibit the relocation of the curb ramp.
The selected alternative is to construct a Type 1 Curb Ramp at the existing driveway intersection along Brownsville Rd. The ramp cross slope of
3.00% would exceed the 2.00% maximum ramp cross slope according to PennDOT Publication 72M.

Sheet 2 - Technically Infeasible Form
Investigated Design Alternative #1
Constructing a Type 2 Curb Ramp would be techically infeasible because the maximum ramp cross slope along the curbline would exceed 2.00% (3.00%), and the maximum sidewalk cross slope would exceed 2.00% (3.00%) at the top of the turning space. Bringing the top of the turning space within the
2.00% maximum cross slope threshold would result in a grade break with the existing sidewalk to the northeast. Alterations to the northeast sidewalk would need to take place outside of the legal right-of-way. Right-of-way acquisitions are not within the scope of the project.
ADA Technically Infeasible Form
TIF-11-Allegheny-Pittsburgh City-(N/A)-(N/A)-(Brownsville Rd - )-(Brownsville Rd - )-01-Jan 0, 1900
(TIF Number automatically assigned. All fields marked with * provide data for TIF #)
Investigated Design Alternative #2
Investigated Design Alternative #3
Relocating the proposed Type 1 Curb Ramp would be technically infeasible because the proposed location of the curb ramp is constrained on both sides of the level landing area, with the existing storm water grate as the farthest tie-in point. Moving the proposed location of the curb ramp would result in relocations of the existing utility pole and the storm water inlet and grate along with a ramp cross slope exceeding 2.00% (3.40%). Utility relocations are not within the scope of work.
Utilizing a Blended Transition Curb Ramp is technically infeasible because the resulting turning space would have both the longitudinal and cross slopes exceeding the maximum allowable slope of 2.00%
(3.00%).
Summary
A Type 1 Curb Ramp was selected as the best alternative. A maximum cross slope of 2.00% cannot be provided due to the existing Brownsville Rd profile exceeding 2.00% (3.00%). The proposed cross slope of the turning space exceeds 2.00% (3.00%) which eliminates grade breaks and allow the proposed curb ramp to tie into the existing sidewalk within the allowable tolerance as shown in
PennDOT Publication 72M.

Alternative selected and description of what requirement is not met
Ramp cross slope would exceed the maximum 2.00% cross slope due to the roadway profile exceeding 2.00% (2.50%); grade adjustment of existing manhole not in project scope.
The selected alternative is to construct a Type 1 Curb Ramp approximately 8' north of the existing curb ramp along Brownsville Rd. The ramp cross slope of 2.80% would exceed the 2.00% maximum ramp cross slope according to PennDOT Publication 72M. The turning space proposed cross slope (3.30%) and longitudinal slopes (2.90% and 3.50%) would exceed the maximum 2.00% slopes according to PennDOT Publication
72M due to the location and elevation of the existing business entrance.

Sheet 2 - Technically Infeasible Form
Investigated Design Alternative #1
Constructing a Type 4/4a Curb Ramp with Shared Turning Space would be technically infeasible because the maximum ramp cross slope would exceed 2.00% (3.30%) due to the profiles of Sankey
Ave and Brownsville Rd intersecting.

Investigated Design Alternative #2
Investigated Design Alternative #3
Constructing a Type 1 with Shared Turning Space Curb Ramp would be technically infeasible because the maximum ramp cross slope would exceed 2.00% (3.30%) due to the profile of Sankey
Ave. The required side flares would also be an issue due to the proposed bump out from the sidewalk south of the proposed curb ramp. Typically, a Type 1 Curb Ramp is placed parallel to a curb and roadway, and not along a radius return or curve. This would require a steep side flare transition from the edge of the proposed bump out to the beginning of the Curb Ramp.
Constructing a Type 6 Curb Ramp would be techically infeasible because the maximum ramp cross slope would exceed 2.00% (3.30%) due to the profile of Sankey Ave. Providing a turning space in front of the curb ramp would require a plain cement concrete cheek wall in front of the existing property that would pose a tripping hazard.
Summary
A Blended Transition Curb Ramp was selected as the best alternative. A maximum cross slope of
2.00% cannot be provided due to the existing Sankey Ave profile exceeding 2.00% (3.30%). A
Blended Transition Curb Ramp provides enough space to allow adequate curb and sidewalk transition that meets the criteria according to PennDOT Publication 72M.
