TRAFFIC CONTROL/DEVICES REQUIREMENTS
The signs and traffic control devices listed or indicated on the PATA Figures or Publication 213 represent the minimum requirements for this item and as such, are for information only. The number and types of traffic control signs and devices for this project will be predicated on the number and location of work sites, the extent of repairs and the planned sequence of operations.
Provide new traffic control signs and devices at the start of the project. Do not use reflective sheeting that is scratched, scarred, and dirty or shows evidence of loss of reflectivity. Do not use signs or devices that are cracked, bent, dented, or broken. Replace reflective sheeting should it become damaged where retroreflectivity becomes defective or falls below the minimum retroreflectivity levels as per Chapter 2 of PennDOT Publication 46. Immediately repair or replace damaged, defaced, or dirty signs, devices, or barrier. Replace traffic control devices as necessary as per Appendix C in the Publication 213.
Mount all construction warning signs (W series), R11-2, R11-2-1, R11-3A, R11-4, and G20-1 for long-term operations on Type III barricades. Include one Type B light on each W series and R11-3A signs and two
Type B lights on R11-2, R11-2-1, and R11-4 signs. If it is not possible to mount construction warning or other signing as indicated or specified, submit an alternate method for approval by DOMI or authorized representative.
Do not position construction warning signs on sidewalks unless the signs can be positioned to meet the minimum requirements stated in Publication 213. If construction warning signs cannot be positioned to meet the minimum requirements, then signs should either be field-adjusted per the Inspector-in-
Charge's approval or installed on "H" Bases per the TC-8717 Standards.
Provide additional channelizing devices and barricades at intersections, major driveways, and ramps to prevent vehicles from turning onto any lane closed for construction. Space channelizing devices at 5-foot intervals or as directed by the Municipal Traffic Engineer or authorized representative or the
Inspector-in-Charge.
Use channelizing devices with Type C steady burn lights for all nighttime lane restrictions. Mount a light on each device used in transition areas and on every third device used in tangent sections.
For short-term nighttime operations, place a Type B light on all W-series and R11-3A signs and two Type
B lights on R11-2, R11-2-1, and R11-4 signs used in the traffic restrictions.
The Contractor shall have a sufficient amount of the following signs available in case their use becomes necessary: W3-4 "BE PREPARED TO STOP" and W20-7 "FLAGGER SYMBOL". These signs are not intended to be part of the required normal traffic control or a supplement thereto.
When flaggers are used, they must be properly attired. This includes, but is not limited to, vest, leggings, and hard hat.
Space channelizing devices in the tangent sections at one times the normal posted speed limit unless otherwise noted on the PATA Figure or as directed by the Municipal Traffic Engineer's authorized representative or the Inspector-in-Charge. Channelizers used in the PATA Drawings from Publication
213 shall be spaced at one times the normal posted speed limit in tangent sections.
For overnight operations, if located within 500 feet of any residence or business use arrow panels that are electrically, solar or battery operated.
Erect "ROAD WORK AHEAD" (W20-1, W30-1-6) signs with Type B lights attached on each intersecting road and major drive, for the appropriate situation.
Provide a Traffic Control Supervisor or Supervisors and phone numbers where they can be reached on a
24 hour - 7 days a week basis for the duration of the project. The Traffic Control Supervisor must be knowledgeable of work zone traffic control including incident management. The Traffic Control
Supervisor must have a thorough understanding of the Manual on Uniform Traffic Control Devices
(MUTCD) and Publications 212 and 213. The Traffic Control Supervisor shall attend the pre-job meeting. The Supervisor's responsibilities are as follows:
Notify DOMI and property owners of all traffic restrictions.
Implement and maintain traffic control schemes. Place and maintain all traffic control signs and devices used on the project.
Conduct daily reviews and document the performance of traffic control signs, devices, off-duty uniformed police and temporary pavement markings during the day and night, adverse weather conditions and active and inactive construction operations, as directed. The Traffic Control Supervisor will present all MPT problems and discrepancies in writing to the DOMI’s Inspector-in-Charge by noon of each day.
Prepare and submit the proposed corrective action to DOMI’s Inspector-in-Charge. Correct any deficiencies or damage discovered during the daily review immediately.
Maintain a daily written record of any crashes, work zone incidents, and maximum queue lengths for each traffic pattern for the life of the project. All feedback received from the public through phone calls, in person, or in writing shall also be captured. This information shall be submitted daily to DOMI’s
Inspector-in-Charge and will be logged and forwarded to the City, when requested.
Maintain ongoing communication with the Inspector-in-Charge regarding operations that will impact transportation operations in the project area. The Contractor shall develop and maintain lists of phone, fax numbers and e-mail addresses for the affected stakeholders within the project area, including but not limited to: schools, emergency services, major businesses, transit companies, and other prominent traffic generators in the project vicinity. The Contractor is responsible for notifying these groups of changes in the traffic control phasing at least 48 hours in advance of the phase change or as directed by the Inspector-in-Charge in writing when this notification occurs.
When the work area encroaches on a crosswalk, sidewalk, or other pedestrian walkway, provide a smooth surface, without drop-offs, for pedestrian access at all times. If access cannot be maintained, submit a detailed plan, including the durations and detour lengths, for satisfactorily closing the walkway to pedestrian traffic to the Inspector-in-Charge. Include the number and type of devices to be used in accordance with the appropriate figure from Publication 213. Do not close any crosswalk, sidewalk, or other pedestrian walkway without prior approval of the plan and at all times adheres to the submitted plan unless otherwise directed.
During nighttime operations, all workers must wear hard hat, Class 3 vest, and leggings unless operation is behind positive protection (barrier).
A minimum of one ingress and egress point for each property must be maintained for both travel directions provided they are not separated by a barrier or grass median.
Do not change any part of the Traffic Control Plan and/or Section 901 without written approval of the
Municipal Traffic Engineer or authorized representative from the City of Pittsburgh. This includes but is not limited to:
• Traffic Control Phasing
• Location and hours of operation for all off-duty uniformed police officers.
• Times and/or dates when traffic may not be restricted.
• Any short-term or long-term detours.
Limit any lane closure to the length necessary to safely perform the required work.
RECOMMENDED SEQUENCE OF CONSTRUCTION
Beechwood Blvd and Wilkins Ave and S Linden Ave
Contractor can work on one corner at a time, or more than one corner at a time if pedestrian crossings are maintained across at least three legs of the intersection, or City of Pittsburgh approved pedestrian detours are established (PennDOT Publication 213, PATA 218, 219 or 130). The following pedestrian detours are recommended:
• Work occurs in the NW corner - Instruct pedestrians to cross Beechwood Blvd at the crosswalk at Hasting St. Instruct pedestrians to cross Wilkins Avenue at Shady Ave.
• Work occurs in the NE corner south of S Linden Ave - Instruct pedestrians to cross
Beechwood Blvd at Hastings St. Instruct pedestrians to cross Wilkins Ave at the midblock crossing near Barnsdale St. Instruct pedestrians to cross S Linden Ave at Fennimore St.
