About this file
This is an addendum to a construction bid solicitation issued by the City of Pittsburgh Office of Management & Budget on behalf of the Department of Mobility & Infrastructure for traffic signal replacements at four intersections: Beechwood/Linden/Wilkins and Brownsville/Maytide/Sankey. The project scope encompasses complete removal and replacement of existing traffic signal infrastructure, including pole-mounted signal heads, controllers, video detection systems, accessible pedestrian signal heads with countdown timers, LED signal modules, and associated electrical infrastructure. Work also includes a 10-inch modified cement concrete base course, 6-inch cement concrete sidewalk, 2-inch and 3-inch PVC Schedule 40 conduit installation, Type 2070LC traffic signal controllers with Intelight MAXTIME 2.0 software, ITS Plus video detection, Polara or Campbell Company accessible pedestrian signal systems, and LED signal equipment. The project requires traffic control, removal and disposal of existing equipment, ADA curb ramps with detectable warning surfaces, utility reroutes, and site restoration. Contractors must submit shop drawings to the City Municipal Traffic Engineer, coordinate with manufacturer representatives for on-site calibration and testing, and complete a 30-day operational test period. Bids are due July 15, 2026, with performance and payment bonds required.
This prevailing-wage project is subject to Davis-Bacon wage determination PA20260002, effective May 18, 2026, covering heavy and highway construction across 32 Pennsylvania counties including Allegheny County. Signal support materials and hardware are provided by the City, with contractors responsible for transportation from the City Zoo Yard and installation. Work specifications reference PennDOT Publication 408, City of Pittsburgh Standards of Construction, and ASTM standards. ADA Technical Infeasibility Forms document design alternatives at multiple locations where existing roadway cross slopes exceed PennDOT Publication 72M maximums.
