About this file
This is a scope of work document for the City of Pittsburgh Department of Mobility & Infrastructure detailing Item 9000-0008, the removal of existing signal poles as part of the broader Beechwood/Linden/Wilkins and Brownsville/Maytide/Sankey traffic signal replacements project. The work encompasses the removal of existing steel pole supports along with excavation and backfill of pole foundations. Contractors must await City of Pittsburgh direction before removing any poles or foundations, carefully execute removal to prevent damage to surrounding areas, excavate foundations to a minimum of 2 feet below subgrade elevation, backfill with flowable concrete material Type D, and finish by placing sidewalk material matching the surrounding surface in material and color. All pole materials become the contractor's responsibility for disposal. Bids for the overall traffic signal replacement project are due July 15, 2026, with work conducted at four intersections across two locations in Allegheny County, Pennsylvania.
The project is subject to prevailing wage requirements under Davis-Bacon wage determination PA20260002, effective May 18, 2026, with electricians earning $49.11 per hour plus $36.79 fringe and linemen earning up to $68.06 per hour plus $31.43 fringe in Allegheny County. Executive Order 13706 paid sick leave requirements (one hour per 30 hours worked, up to 56 hours annually) and Executive Order 13658 minimum wage of $13.65 per hour through December 31, 2026, apply where not superseded by prevailing rates. Performance and payment bonds are required, and contractors must submit shop drawings to the City Municipal Traffic Engineer with manufacturer representatives present on-site for calibration and testing. A 30-day operational test period is mandated prior to project completion. Signal support materials and hardware are provided by the City, with contractors responsible for transportation from the City Zoo Yard and installation.
