About this opportunity

The School Board of Volusia County, Florida is soliciting proposals for comprehensive banking services, purchasing card services, and merchant services via Invitation to Negotiate ITN-2025-9055-EK, with proposals due February 5, 2026 at 2:00 PM EST. All services must integrate seamlessly with the District's Focus School Systems ERP platform—a critical technical requirement that filters capability fit.

The District is Florida's 14th largest, serving 61,400 students across 77 school sites and three administrative complexes. The scope encompasses core banking (ACH origination and receipt, wire transfers, lockbox, remote deposit capture, zero balance accounts, cash position reporting with forecasting), purchasing card program administration for over 500 cardholders with annual combined spend of $11.5 million, and merchant services including point-of-sale terminals, virtual terminals, online gateways, and recurring payment processing. Proposers must demonstrate experience managing public-sector clients of comparable financial scale and operational complexity. The District currently banks with Bank of America and Ameris Bank, with existing contracts expiring between February 28 and July 31, 2026. Check printing and transactional record management are currently in-house; the District uses Mid Florida Armored for cash vault services across approximately 70 locations.

Proposers must provide fully itemized merchant service fees, tiered rebate percentages by annual spending volume, and SOC 1 and SOC 2 compliance certifications. Implementation must include a dedicated team with K-12 education experience, comprehensive data migration, parallel processing, and training. The District is tax-exempt (Federal Tax ID 59-6000884; Florida Certificate No. 85-8012622388C-5). The initial contract term and renewal options are to be defined in detailed specifications; the District anticipates a 90-day normal processing period after proposal opening. A pre-submittal meeting was held January 6, 2026. Enid Kunce, Director of Procurement, is the District contact (etkunce@volusia.k12.fl.us, 386-734-7190, Ext. 20371).
