About this opportunity
The City of Casselberry, Florida (located in Seminole County) is soliciting competitive proposals through a Request for Proposals (RFP-2026-1400) to contract with one qualified audit firm to provide comprehensive auditing services on an as-needed basis. The scope of services encompasses financial and compliance audits required by Florida Statutes Section 218.39, a Community Redevelopment Agency (CRA) audit, and a financial report pursuant to Chapter 2019-163, Laws of Florida, covering fiscal years 2026 through 2030. All audits must be performed in accordance with generally accepted auditing standards, U.S. General Accounting Office Government Auditing Standards, the Federal Single Audit Act of 1996, and OMB 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), with examinations conducted pursuant to AICPA Professional Standards AT-C Section 315 to verify compliance with Florida Statutes Sections 163.387(6) and (7). The City operates under a Commission/Manager form of government with twenty funds requiring audit oversight, including one General Fund, four Enterprise Funds, twelve Special Revenue Funds, two Capital Projects Funds, and one Debt Service Fund. Minimum qualifications require proposers to demonstrate ten years of experience providing financial advisory services to similarly complex public agencies, evidence of Florida government client services, a new credit client within the past two years, continuous business operation for at least five years, licensure to practice in Florida, independence from the City, and professional liability insurance with minimum coverage of $500,000. Proposals are evaluated on a 100-point scale across four categories: Firm's Qualifications and Experience (35 points), Similar Projects/Government Experience/References (25 points), Project Approach/Work Plan (25 points), and Price Proposal (15 points), with proposals limited to 75 pages and submitted electronically through VendorLink. The proposal due date is Thursday, March 12, 2026, at 2:00 p.m., with public opening at 2:30 p.m. the same day; Phase I written evaluation is scheduled for Tuesday, April 7, 2026, followed by informal interviews on Tuesday, April 21, 2026, with Phase II evaluation at 3:00 p.m., and City Commission approval anticipated in May 2026. Addendum No. 1 (issued February 16, 2026) clarified that auditors will work one to two weeks in the office with remaining work performed remotely, while Addendum No. 2 (issued February 16, 2026) noted that Single Audit Compliance questions may arise outside the year-end audit period and the City does not anticipate findings for FY25 but may have areas for improvement related to first-year implementation of its new BS&A ERP system.
No set-aside designations, disadvantaged enterprise restrictions, or incumbent contractor information is specified in the available RFP documentation. The contract term is three years with two optional one-year renewal periods, not to exceed five years total, with the City reserving the right to cancel the agreement with ninety days' advance written notice. Pricing must be submitted as lump sum fees for auditing services with specific line items for City Audits and Single Audits for each fiscal year from 2026 through 2030, plus a separate line item for the CRA Audit and Financial Report for FY 2026, though no specific budget range or award value is disclosed in the RFP materials. Respondents are required to acknowledge receipt of both Addendum No. 1 and Addendum No. 2 by signing and returning the acknowledgment forms or including them with their proposal submittal, with failure to comply potentially resulting in disqualification. The contractor must maintain professional liability insurance of $1,000,000 along with comprehensive general liability, workers' compensation, automobile, and umbrella liability coverage with the City named as additional insured, and invoices are to be submitted monthly in accordance with Florida's Local Government Prompt Payment Act, Section 218.70 et seq., Florida Statutes. Work will be authorized through Purchase Orders issued by the City, and all services must be performed in accordance with the contractor's 90-day warranty period from completion and in a professional and workmanlike manner consistent with industry standards. The City is exempt from sales tax and subject to Florida Statutes Chapter 119 (public records law), requiring proposers to acknowledge acceptance of all RFP terms and conditions, local requirements, and commitment to perform work within the stipulated timeframe.
