About this file

This is a Notice of Intent to Shortlist document issued by the City of Casselberry, Florida Procurement and Contract Management Division for RFP-2026-1400 Auditing Services. The City solicited competitive proposals for comprehensive auditing services to be provided on an as-needed basis, encompassing financial and compliance audits required by Florida Statutes Section 218.39, a Community Redevelopment Agency (CRA) audit, and a financial report pursuant to Chapter 2019-163, Laws of Florida, covering fiscal years 2026 through 2030. The evaluation committee completed its initial review and shortlisted four firms in alphabetical order: Carr Riggs & Ingram, LLC; James Moore & Co., P.L.; Mauldin & Jenkins, LLC; and Purvis Gray and Company, LLC. The written evaluation phase was scheduled for April 7, 2026, followed by informal interviews on April 21, 2026, with City Commission approval anticipated in May 2026. The contract term is three years with two optional one-year renewal periods, not to exceed five years total. All audits must be performed in accordance with generally accepted auditing standards, U.S. General Accounting Office Government Auditing Standards, the Federal Single Audit Act of 1996, and OMB 2CFR Part 200.

The proposal submission deadline was Thursday, March 12, 2026, at 2:00 p.m., with public opening at 2:30 p.m. the same day. Proposals were evaluated on a 100-point scale across four categories: Firm's Qualifications and Experience (35 points), Similar Projects/Government Experience/References (25 points), Project Approach/Work Plan (25 points), and Price Proposal (15 points). Minimum qualifications required ten years of experience providing financial advisory services to similarly complex public agencies, evidence of Florida government client services, a new credit client within the past two years, continuous business operation for at least five years, Florida licensure, independence from the City, and professional liability insurance with minimum coverage of $500,000. Pricing was to be submitted as lump sum fees with specific line items for City Audits and Single Audits for each fiscal year from 2026 through 2030, plus a separate line item for the CRA Audit and Financial Report for FY 2026. No specific budget range or award value was disclosed. The City reserved the right to cancel the agreement with ninety days' advance written notice, and respondents were required to acknowledge receipt of Addendum Nos. 1 and 2 or face potential disqualification.
