About this opportunity
Gallup-McKinley County School District (GMCS) in McKinley County, New Mexico is soliciting an indefinite quantity price agreement for Athletic Uniforms & Related Material to supply all District campuses on an as-needed basis. The procurement seeks to establish firm fixed pricing for head-to-toe athletic uniforms and related soft goods for 14 high school varsity and middle school sports programs, including baseball, softball, basketball, cheer, dance, cross country and track, football, golf, soccer, swimming, tennis, volleyball, wrestling, and Junior ROTC. Qualified vendors must be regularly engaged in providing athletic uniforms and related materials with an established record of satisfactory performance, and must submit a minimum of three references demonstrating similar relevant experience completed within the previous five years. Pricing shall be established as a percentage discount from manufacturer list price with cost-plus pricing explicitly prohibited, and all materials must be quoted on an F.O.B. Destination basis with freight prepaid and no additional delivery fees. All uniforms must comply with National Federation of State High School Association and New Mexico Activities Association regulations and meet quality and durability standards for a minimum four-year useful life, with vendors permitted to charge one setup fee per logo design but prohibited from charging additional setup fees on supplemental repeat orders. Sealed bids must be submitted electronically through the GMCS Bonfire eBidding platform at https://gmcs.bonfirehub.com no later than 2:00 P.M. local time on March 24, 2026; written questions must be submitted by March 10, 2026 with responses provided by March 12, 2026. The contract term runs from the date of award through June 30, 2027, with the District retaining the option to renew for up to nine additional one-year renewal periods, with the final eligible renewal period ending June 30, 2036.
New Mexico resident business preferences are available to qualified vendors who submit a valid Resident Preference Certificate from the New Mexico Taxation and Revenue Department; eligible preference categories include Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, or Native American Veteran Business/Contractor, with preferences effective as of January 1, 2012 and limited to one per bidder on a non-cumulative basis. Additionally, Resident Veteran businesses generating prior year revenue of $3 million or less in the preceding tax year may qualify for a 10 percent preference discount, though such preference cannot benefit a vendor for more than ten consecutive years. Failure to include a valid Resident Preference Certificate with the bid response will result in no preference being applied. For joint bids involving both resident and nonresident businesses, the resident preference is reduced proportionally based on the percentage of contract work to be performed by the nonresident business. GMCS estimates average annual spending of approximately $110,000 on these items, though actual purchases may vary significantly based on sport and school rotation schedules with no minimum purchase guaranteed; the District reserves the right to make multiple awards to ensure representation of all product categories, sports, and official school colors, and may purchase from alternative suppliers if the awarded vendor cannot provide appropriate colors or meet quoted delivery timeframes. Payment terms are Net 30 in accordance with New Mexico law, and no incumbent vendors or current contractors are identified in the solicitation materials.
