About this file

This is a New Mexico Resident Business Contractor Form applicable to the Gallup-McKinley County School District's solicitation for an indefinite quantity Price Agreement for Athletic Uniforms & Related Material to be supplied upon demand to all District campuses. The document establishes resident preference requirements and procedures for bidders and offerors participating in this procurement opportunity.

Bidders and offerors must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department with their bid or proposal to receive preference consideration. Eligible preference categories include Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, or Native American Veteran Business/Contractor, with preferences effective as of January 1, 2012. Preferences are non-cumulative, and bidders are entitled to only one preference category. Failure to include a valid Resident Preference Certificate with the bid response will result in no preference being applied. For joint bids or proposals involving both resident and nonresident businesses, the resident preference is reduced proportionally based on the percentage of contract work to be performed by the nonresident business, calculated by dollar amount of goods or services provided. Bidders submitting joint proposals must complete a form identifying each firm's name, location, work to be performed, and percentage of total contract work. Additional information and applications for Resident Preferences are available through the New Mexico Taxation and Revenue Department website at www.tax.newmexico.gov.
