About this file
This file is a Resident Veteran's Preference Affidavit form for New Mexico state procurement, specifically applicable to the Gallup-McKinley County School District's solicitation for Athletic Uniforms & Related Material. The affidavit is designed for vendors who currently possess a Resident Veteran's Preference Certificate and seek to qualify for preferential pricing consideration in this indefinite quantity price agreement. Contractors completing this certification declare under penalty of perjury that their business generated prior year revenue of $3 million or less in the preceding tax year, which allows them to receive a 10 percent preference discount on this solicitation.
The form establishes specific requirements and limitations for resident veteran businesses participating in this procurement. Vendors agree to submit annual reports to the State Purchasing Division of the General Services Department documenting calendar year business activity and any awarded contract amounts, distinguishing between public body purchases and public works contracts. Resident veteran businesses are prohibited from benefiting from this preference for more than ten consecutive years, and individuals cannot claim the preference based on more than one business concurrently. The affidavit requires an authorized business representative's signature and date, with false or misleading statements subject to criminal penalties. The representations made constitute material facts subject to protest and may result in denial or rejection of the award if proven incorrect.
