About this opportunity
The Texas Education Agency (TEA) is requesting information on assessment development services for the Teacher Incentive Allotment (TIA) program under RFI 701-26-023, with responses due July 16, 2026 at 2:00 p.m. CDT. This is an RFI that will not result in a contract award; responses inform future procurement planning only.
TEA seeks vendor methodologies and capabilities for developing summative assessments with multiple administrations to calculate student growth and provide actionable reporting. Current focus is Science and Social Studies assessments with possible expansion to other courses. Responses must address assessment approach and models; framework and content alignment including TEKS and curriculum alignment methodologies; platform strategy and technical integration capabilities; pricing structures and adoption considerations; partnership and intellectual property models; and project roadmap timing. Vendors should provide relevant prior work examples and supporting documentation demonstrating experience with large-scale, multi-district, or statewide assessment implementations.
Pricing information must address three scenarios: small districts (approximately 5,000 students, 1 subject, 2 annual administrations), mid-size districts (approximately 25,000 students, 2 subjects, 3 annual administrations), and statewide implementation (1,000,000 or more students, 3 subjects, 3 annual administrations).
Responses are submitted through the Euna Procurement (Bonfire) portal at tea.bonfirehub.com. An Intent to Bid is required by July 16 to access the submission portal. Questions are due June 25, 2026 at 2:00 p.m. CDT, with final Q&A published July 2. Required submission materials include the Response Cover Page Questionnaire (Attachment D) and Potential Future Goods and/or Services Questionnaire (Attachment E) in Excel format, plus one PDF document addressing understanding of project, methodology, and technical components. All responses are subject to the Texas Public Information Act and may be released publicly unless marked proprietary with specific section identification.
