The scope includes variable-depth milling of approximately 1,750 linear feet of the northern end of Duggan Hill Drive beginning at Rickman Street, installation of a leveling course, tack coat application, and placement of a final riding surface of recycled asphalt concrete 9.5mm superpave. Traffic control with certified flagging personnel, drainage structure maintenance, and 24-hour cleanup upon completion are required. The project is funded through GDOT Local Maintenance and Improvement Grant (LMIG) funding.
Bidders must be licensed Georgia general contractors and demonstrate experience with at least three similar asphalt paving projects completed within the past seven years with contract values between $30,000 and $250,000. Bidders must submit a completed safety questionnaire with OSHA recordable incident rates and worker's compensation Experience Modification Rate (EMR) information; bidders with EMR higher than 1.0 may be disqualified. Key personnel must include a full-time dedicated project superintendent. For projects of $100,000 or greater, a bid bond equal to five percent of the total bid amount is required. The contractor must maintain comprehensive insurance including workers' compensation, general liability, automobile liability, and contractual liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and must comply with E-Verify requirements for all employees and subcontractors. The City anticipates contract award on June 21, 2022 and will award to the lowest responsive and responsible bidder. Questions are due June 3, 2022, with responses provided by June 10, 2022.
Opportunity text
The asphalt paving on the northern end of Duggan Hill Drive is worn and needs a new overlay to renew it's life and provide adequate service for the next cycle. Duggan Hill Drive is a residential road, with a trailer/equipment storage facility near Rickman Drive. The City has no record of when this road was last paved, but cracking is becoming excessive and remediation is necessary.
