About this opportunity
Orange County, Florida is accepting sealed bids for Asphalt Milling and Resurfacing with Friction Course and Asphalt Berms (Project Y26-182), a comprehensive pavement rehabilitation initiative with an estimated project cost of $125,641,850. The procurement encompasses the removal of distressed pavement, application of new asphalt, utility adjustments, restoration of striping and markings, implementation of traffic control, and site cleanup and disposal across deteriorating roadways throughout Orange County. The scope of work includes approximately 25,000 to 275,000 square yards of SP 12.5 asphalt placement at varying thicknesses; 100,000 to 400,000 square yards of milling at depths ranging from 0.5 inches to 6 inches; 10,000 to 125,000 square yards of friction course asphalt; 1,200 tons of asphalt berms; and 155,000 linear feet of pavement markings. All bids must be submitted electronically through the OpenGov e-Procurement Platform by 4:00 pm EST on Thursday, May 21, 2026, with a non-mandatory virtual pre-bid conference scheduled for April 28, 2026 at 10:30 a.m. via WebEx. Timely questions must be submitted through OpenGov's question and answer module by Wednesday, May 6, 2026 at 5:00 pm EST. Respondents must be licensed by the Florida Division of Professional Regulation, comply with E-Verify employment verification requirements, maintain drug-free workplace standards, and adhere to non-discrimination and anti-human trafficking provisions. Pricing shall be submitted on a unit price basis for all line items as specified in the fee schedule, with the contract extending for 60 months upon execution and incorporating price escalation provisions based on the Producer Price Index (PPI) at one-year intervals, not to exceed 4 percent annually without special authorization.
Prospective bidders must submit either an electronic bid bond of at least 10 percent of the total estimated contract amount or an alternative certified or cashier's check of equivalent value; failure to provide adequate surety will result in bid rejection. Upon award, payment and performance bonds equal to the full contract amount are required from the successful contractor. The contract incorporates Florida Department of Transportation Standard Specifications, Orange County standards, and comprehensive insurance, bonding, and indemnification requirements. While the County will pay permits, licenses, and fees imposed by Orange County agencies, the contractor is responsible for obtaining and procuring all required permits and licenses necessary for project execution. The documents do not identify specific set-asides for disadvantaged enterprises or designated incumbent vendors, nor do they reference existing infrastructure or technology requiring integration. All electronic bid submissions must be made exclusively through the OpenGov e-Procurement Platform, with hand-delivered, mailed, faxed, or emailed submissions rejected outright. The estimated total contract value is $125,641,850, representing a significant infrastructure investment in Orange County's roadway rehabilitation efforts.
