This is a Technical Provisions document for Orange County, Florida's sealed bid solicitation for Asphalt Milling and Resurfacing with Friction Course and Asphalt Berms (Project Y26-182), with an estimated project cost of $125,641,850. The project encompasses comprehensive pavement rehabilitation including milling of existing distressed pavement at depths ranging from 0.5 to 6 inches (100,000 to 400,000 square yards), placement of SP 12.5 asphalt at varying thicknesses (approximately 25,000 to 275,000 square yards), installation of friction course asphalt (10,000 to 125,000 square yards), placement of 1,200 tons of asphalt berms, utility adjustments, restoration of 155,000 linear feet of pavement markings, traffic control implementation, and site cleanup and disposal. Electronic sealed bids must be submitted through the OpenGov e-Procurement Platform by 4:00 pm EST on Thursday, May 21, 2026. A non-mandatory virtual pre-bid conference is scheduled for April 28, 2026 at 10:30 a.m. via WebEx, and timely questions must be submitted by Wednesday, May 6, 2026 at 5:00 pm EST. The contract term extends for 60 months upon execution.

Pricing shall be submitted on a unit price basis for all line items as specified in the fee schedule, with price escalation provisions based on the Producer Price Index (PPI) at one-year intervals not to exceed 4 percent annually without special authorization. Prospective bidders must submit either an electronic bid bond of at least 10 percent of the total estimated contract amount or an alternative certified or cashier's check of equivalent value; failure to provide adequate surety results in bid rejection. Upon award, payment and performance bonds equal to the full contract amount are required.
