About this opportunity

The Washington State Health Care Authority (HCA) is requesting qualifications and quotes for as-needed convenience contracts in tribal-focused health care consulting services across Franklin, Grant, Grays Harbor, Chelan, and Yakima counties under RFQQ 2026HCA7, with proposals due July 31, 2026 at 2:00 p.m. Pacific Time. A 25-point bid preference applies to Washington Small Businesses or Certified Veteran-Owned Businesses, and an additional 25-point preference applies to bidders that do not require employees to sign mandatory arbitration clauses or class action waivers.

HCA intends to award contracts to multiple bidders across eight service categories: Tribal Engagement Coordinating Entity; Strategic Planning; Partnerships and Coalitions; Development, Evaluation and Assessment of Health Program Delivery for American Indian/Alaska Native (AI/AN) individuals; Health Care Information Technology for Indian Health Care Providers; AI/AN Delivery System Reform; Native Owned Media Vendors and Native Artists; and Tribal Health Conferences and Gatherings. Services will be delivered on an as-needed basis through individual work orders with hourly rate compensation. The contract period runs August 31, 2026 through June 30, 2031, with HCA retaining the right to extend for up to five additional one-year periods.

Minimum qualifications include Washington State business licensure (or commitment within 30 days of selection), two years of experience working with Tribal governments or in Tribal settings, and three years of experience in each category for which the bidder submits a proposal. Written qualification responses are evaluated on five criteria—Project Experience, Organization/Program/System Experience, Staffing, Cultural Awareness and Accommodations, and Outcomes and Performance Measurement—each worth a maximum of 100 points (500 points total).

No initial funds or minimum/maximum award amounts are specified; funding is contingent on availability and allocated through individual work orders. Bidders must submit hourly rate tables, complete a Diverse Business Inclusion Plan, and agree to draft contract terms or identify exceptions. The pre-bid conference is June 30, 2026 at 2:00 p.m. Pacific Time via Microsoft Teams. Questions are due July 6, 2026. Evaluation is anticipated August 4–7, 2026, with Apparent Successful Bidders announced August 13, 2026.
