About this file

This document is an Exhibit C Qualifications section from a Request for Quotes and Qualifications (RFQQ No. 2026HCA7) issued by the Washington State Health Care Authority (HCA) for as-needed convenience contracts in tribal-focused health care consulting. The RFQQ solicits qualified vendors across eight service categories: Tribal Engagement Coordinating Entity, Strategic Planning, Partnerships and Coalitions, Development, Evaluation and Assessment of Health Program Delivery for American Indian/Alaska Native (AI/AN) Individuals, Health Care Information Technology for Indian Health Care Providers, AI/AN Delivery System Reform, Native Owned Media Vendors and Native Artists, and Tribal Health Conferences and Gatherings. Bidders may apply for one or multiple categories and must provide written responses addressing qualification requirements across five evaluation criteria, with a maximum of 500 points available for the written proposal.

The qualifications evaluation framework assesses bidders on five categories, each worth a maximum of 100 points: Project Experience (demonstrating prior relevant service delivery), Organization/Program/System Experience (listing relevant organizations and programs worked with), Staffing (identifying proposed project team members and their qualifications), Cultural Awareness and Accommodations (describing policies and procedures for cultural sensitivity), and Outcomes and Performance Measurement (detailing processes for monitoring goals and milestones). Responses to each evaluation question are limited to one page, and bidders must demonstrate experience working with Tribes, Urban Indian Health Programs, and AI/AN individuals within Washington State. The RFQQ emphasizes the importance of tribal operational involvement, Native ownership, and staff with lived experience in these communities, with particular attention to government-to-government practices and culturally appropriate service delivery.
