About this file
This is a Request for Qualifications and Quotes (RFQQ) document issued by the State of Washington for as-needed convenience contracts focused on tribal health care consulting and related services. The solicitation seeks qualified vendors to provide consulting, project management, engagement, coordination, and Native artistry services across multiple specialized areas including tribal engagement coordination, strategic planning, partnerships and coalitions development, health program delivery evaluation for American Indian/Alaska Native (AI/AN) individuals, health care information technology for Indian health care providers, AI/AN delivery system reform, media and artistic services, and support for tribal health conferences and gatherings. The RFQQ establishes a framework for on-call contracting with multiple awards anticipated, allowing the State to issue task orders and purchase orders as needs arise without requiring additional competitive procurements.
The RFQQ documents the specific qualifications, experience requirements, and evaluation criteria that vendors must meet for consideration, with pricing to be submitted on a time-and-materials or project-specific basis depending on the nature of individual task orders. This convenience contract vehicle is designed to provide flexibility in engaging tribal health care expertise and services on an as-needed basis throughout the contract period. The solicitation prioritizes vendors with demonstrated experience working directly with tribal communities, understanding of AI/AN health disparities and cultural considerations, and proven capabilities in the specified service areas. Award decisions and contract terms, including any renewal or extension options, are determined through the evaluation of submitted qualifications and quotes relative to specific task order requirements.

REQUEST FOR QUOTES AND QUALIFICATIONS (RFQQ)
RFQQ NO. 2026HCA7
EXHIBIT D: Quotes
MANDATORY
Quotation will not be scored. Quotation is for information purposes only and will be used when creating Work Orders that are hourly based. Bidders are encouraged to submit bids which are consistent with state government efforts to conserve state resources.
Identification of Costs:
· Identify costs in U.S. dollars (rounded to two decimal places) including all overhead expenses. The Bidder is to take into consideration for staff costs, estimates for any applicable sales and use taxes, pass-through charges, county/state court fees, third party fees, and any expenses necessary to accomplish the tasks and to produce the services under the contract and resulting work order(s).
· The Apparent Successful Bidder will be required to collect Washington State sales and use taxes from HCA, as applicable, and for remittance of payment to the Washington State Department of Revenue (DOR). Bidders must identify any expenses to which Washington State sales and use taxes apply in the Quotation and include an estimated amount for such taxes (based on the current tax rate(s)). HCA understands these amounts may fluctuate as tax rates fluctuate. If a tax isn’t specifically identified, HCA will assume it is included in the costs identified.
Bidder must provide hourly rates for each position title that they believe would be necessary in providing work laid out in this RFQQ. If Bidder is applying for different consulting service categories and believes that position rates will differ based on category of services, please provide a position title with designated category for each position/category applicable.
