About this opportunity
The City of Tustin is seeking sealed bids for a comprehensive infrastructure project in Orange County, California, involving the Armstrong Avenue Pedestrian Bridge (CIP No. 70257) and Neighborhood D South Phase 2 Package #2 Improvements (CIP No. 70256). The procurement encompasses a wide range of construction services, including fine grading, ARHM roadway overlay, utility infrastructure work, hardscape, landscaping, irrigation, pavement striping, traffic signal installation, street and pathway lighting, and pedestrian bridge construction. The project area is bounded by Armstrong Avenue, Warner Avenue, Airship Avenue, and Compass Avenue, with a linear park located west of Armstrong Avenue. Contractors must provide all necessary labor, materials, tools, and equipment to complete the specified improvements. A pre-bid meeting was held on August 28, 2025, at 9:30 am, with bids due on September 30, 2025, at 2:00 pm. Bidders are required to possess a Class A contractor's license and must submit comprehensive documentation, including a bid bond, list of subcontractors, ready-mix concrete suppliers, references, and insurance certificates. The project is scheduled for 300 working days, with liquidated damages of $8,500 per calendar day.
The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The Engineer's estimate for the project ranges from $10.8 million to $12.3 million, indicating a significant municipal investment in infrastructure improvement. Bidders must electronically submit their responses through the OpenGov procurement system and mail a hard copy of the bid bond to the City Clerk. The apparent low bidder will need to submit additional documentation within 10 working days, including payment, performance, and guaranty bonds, as well as insurance certificates. The project involves multiple utility infrastructure components, including electrical work by Southern California Edison and telecommunications infrastructure by AT&T, suggesting potential integration requirements with existing utility networks. The comprehensive nature of the project, including a technologically advanced pedestrian bridge with integrated lighting systems and sensors, indicates a sophisticated municipal infrastructure development initiative. Contractors will need to demonstrate advanced technical capabilities in civil engineering, electrical systems, and urban infrastructure construction to successfully execute the project.
