About this opportunity
Broward County is seeking an open-end contract for Armored Car Pick-up and Delivery Services for the Records, Taxes & Treasury (RTT) Division and various county agencies. The solicitation requires vendors to provide comprehensive armored car services, including secure transportation of cash, checks, and securities from over 50 county locations to designated banking centers in Dade, Broward, or Palm Beach County. Vendors must possess a Class G Statewide Firearm License and demonstrate at least three years of experience in armored transportation services. The solicitation requires vendors to deploy uniformed, armed, and bonded personnel with photo identification, maintain detailed pick-up logs, and comply with specific delivery timeframes. Key deliverables include daily pick-ups with varying frequencies (1-7 days per week) across multiple county facilities, with maximum liability set at $50 million per occurrence. The solicitation was posted on June 26, 2025, with questions due through the BPRO platform, and the final response deadline is August 1, 2025, at 2:00 p.m. Vendors must submit responses electronically through BPRO and receive a Submission Receipt.
The procurement includes specific preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE), with certified local businesses receiving potential bidding advantages. Vendors within 10% of the lowest bid can be offered the opportunity to match pricing if they are certified SBE or CBE. The solicitation requires extensive documentation, including domestic partnership certifications, anti-human trafficking affidavits, and comprehensive insurance coverage with minimum liability limits of $1,000,000 per occurrence for general liability and $2,000,000 for auto liability. Vendors must provide crime and employee dishonesty coverage of $3,000,000 per claim. The contract will be an initial two-year term with potential for three additional one-year renewals. While specific pricing was not disclosed in the summary documents, the bid table revealed total contract values ranging from $354,164.00 to $737,064.83 among six competing vendors. The county reserves the right to award the contract to the lowest responsive, responsible bidder based on total bid price.
