About this opportunity
The City of Dallas, Department of Aviation, issued a Request for Qualifications (RFQ CIZ26-AVI-3220) on April 10, 2026, to establish a two-year pre-qualified short-list of architecture and engineering consultants to support aviation facility projects across Dallas Love Field (DAL) and Dallas Executive Airport (RBD). The procurement solicits qualifications across ten professional disciplines: Architecture, Civil Engineering, Electrical Engineering, Geotechnical Engineering, Land Surveying, Material Testing, Mechanical Engineering, Plumbing, Structural Engineering, and Transportation Engineering. Potential projects include building infrastructure repairs, drainage improvements, fire and alarm systems, interior renovations, pavement evaluation, and hazardous waste remediation, with no specific project scope defined in this qualification phase. Firms may submit qualifications for one or multiple disciplines and are not required to submit separate statements of qualifications for each discipline. The RFQ evaluation criteria allocates points across response completeness (10 points), consultant capabilities and resources (20 points), project experience with the City of Dallas and other public agencies (20 points), specific expertise related to airport projects (25 points), litigation history within the past 10 years (5 points), and DRIVE Plan compliance (20 points). A virtual pre-qualifications meeting is scheduled for April 21, 2026, at 11:00 AM CST; written questions must be submitted through the Bonfire portal by May 1, 2026, at 1:00 PM CST; and statements of qualifications are due electronically by May 8, 2026, at 1:00 PM CST, with public opening and reading scheduled for 2:00 PM on the same date. The resulting short-list will remain valid for two years from the Notification of Selection Status letter, after which qualified firms will be eligible to respond to future Requests for Proposals for specific project scopes.
The RFQ is subject to the City of Dallas's Developing Regional & Inclusive Vendor Enterprises (DRIVE) Policy, which establishes an aspirational Small Business Enterprise (SBE) participation goal of 34.0% for architectural and engineering services contracts exceeding $100,000. Respondents must demonstrate good faith efforts to meet the contract-specific SBE participation goal through documented outreach to certified small businesses, work segmentation into economically feasible packages, and consideration of subcontracting opportunities without artificial scope consolidation. Certified SBE subcontractors must perform a Commercially Useful Function and maintain active certification from recognized agencies including the North Central Texas Regional Certification Agency, Dallas-Fort Worth Minority Supplier Development Council, Women's Small Business Council Southwest, or the U.S. Small Business Administration. All respondents must comply with equal employment opportunity and nondiscrimination requirements and possess personnel licensed by the Texas Board of Professional Engineers and Land Surveyors or the Texas Board of Architectural Examiners as applicable. Respondents must also satisfy mandatory compliance requirements including completion of the Business Information Form, Conflict of Interest Questionnaire, Environmental Stewardship Affidavit, House Bill 89 and Senate Bill 252 certifications regarding Israel and foreign terrorist organizations, insurance requirements (including Professional Liability of $1,000,000 per claim and $1,000,000 annual aggregate), and various DRIVE-related forms. The RFQ does not specify individual project budgets or award values at the qualification stage; compensation will be structured on a phased basis upon selection to specific projects, with examples including architectural services compensated at 15% for Schematic Design, 35% for Design Development, 75% for Construction Documents, 80% for Bidding, and 100% upon Construction Phase completion, plus reimbursable expenses at actual cost.
