About this file
This is a Consultant Screening Questionnaire for the City of Dallas, Department of Aviation, designed to establish a two-year pre-qualified short-list of Architecture and Engineering consultants to support aviation facilities projects across the department. The questionnaire requires respondents to demonstrate their qualifications across twelve comprehensive evaluation areas, including office resources and capabilities within the DFW Metroplex, current workload and resource availability, historical performance in meeting schedules and budgets, prior work experience with the City of Dallas within the last three years, litigation history involving municipal projects, organizational structure, digital platform expertise, regulatory compliance familiarity with FAA, TSA, NEPA, ADA, and City of Dallas standards, stakeholder and airline coordination experience, specialized expertise relevant to Department of Aviation projects, project work plan development approach, and brief resumes of key personnel including the Project Manager, Quality Control Members, Lead Personnel, and specialists in the category of interest.
The questionnaire does not specify pricing terms, set-asides, response due dates, or award dates within the document. The evaluation criteria emphasize the consultant's ability to manage complex aviation projects with multiple regulatory requirements, coordinate with diverse stakeholders including airlines and public entities, demonstrate cost control through change order minimization, and utilize advanced digital tools such as BIM, GIS, and asset management systems. Firms must document their capacity to handle concurrent workloads without resource delays, provide evidence of accurate cost estimation and schedule adherence, and demonstrate integration capabilities across multiple disciplines for efficient project delivery.
