About this file
This is a Small Business Enterprise (SBE) Subcontractor Intent Form (BEH-FRM-610) issued by the City of Dallas Business Enterprise Hub for use in conjunction with the Architectural and Engineering Services RFQ supporting Department of Aviation projects. The form documents the prime contractor's commitment to subcontract with a certified SBE vendor and outlines the specific goods, services, or work elements to be performed. The SBE vendor must be certified by an approved agency such as the DFW Business Council, North Central Texas Regional Certification Agency, Women's Business Council SW, or another recognized certifying body, with certification maintained throughout the contract duration. The form captures the prime vendor's total contract amount, the contract-specific SBE participation goal percentage, the SBE vendor's participation amount, and the resulting percentage of total contract value attributable to SBE participation.
Both the prime vendor and SBE subcontractor must affirm their commitment through authorized officer signatures, certifying that the SBE will perform identified work within a Commercially Useful Function using its own workforce and supervision, limited to work within its certified NAICS codes. The form explicitly prohibits reduction, substitution, or reallocation of the subcontractor's scope, value, or percentage participation without prior Business Enterprise Hub approval, with potential consequences including adjustment of SBE participation credit or other actions under City policy. The City of Dallas does not credit amounts paid by the subcontractor back to the prime contractor toward SBE participation goals.
