About this opportunity

The University of Texas Health Science Center at San Antonio (UTHSA) issued Request for Proposal (RFP) 745-26-P33 on March 10, 2026, seeking a comprehensive AI Governance and Monitoring Platform and associated services to establish centralized oversight, risk classification, policy enforcement, performance monitoring, lifecycle management, and audit readiness across all AI use cases deployed throughout the institution's administrative, research, clinical, and academic functions. The platform must address governance challenges created by rapid adoption of artificial intelligence, machine learning, and generative AI tools—including generative AI assistants, predictive analytics platforms, research algorithms, and vendor-provided AI modules embedded within enterprise systems such as ERP, EHR, and CRM applications—while ensuring compliance with healthcare and higher education regulatory environments including HIPAA, FERPA, FDA considerations, state privacy laws, and emerging AI regulations. Key deliverables and objectives include establishing centralized governance frameworks, enabling data privacy and cybersecurity controls, implementing bias mitigation and model transparency measures, achieving auditability and compliance readiness, and managing institutional risk exposure across all AI deployments. Required vendor qualifications include demonstrated experience with healthcare and academic regulatory compliance, AI governance framework implementation, cybersecurity and data protection capabilities, and ability to support integration with existing enterprise systems. Evaluation criteria are weighted as follows: cost of goods and services (30 points), reputation and track record (20 points), quality of goods or services (20 points), extent to which services meet university needs (25 points), and proposer's exceptions to terms and conditions (5 points). Questions are due by 3:00 PM Central Time on March 20, 2026, with proposals due by 3:00 PM Central Time on Friday, April 3, 2026; implementation is expected to be completed within nine months. The initial contract term is three years with options for up to two additional one-year renewal periods, and proposals must remain valid for a minimum of 240 days following the submittal deadline.

This procurement includes mandatory requirements for Historically Underutilized Business (HUB) Subcontracting Plan submission and compliance with the Policy Driven Adoption for Accessibility (PDAA) vendor self-assessment; failure to submit a completed HUB Subcontracting Plan or PDAA assessment will result in proposal disqualification. Proposers must obtain or demonstrate TX-RAMP Level II Certification from the Texas Department of Information Resources prior to contract execution or submit proof of FedRamp certification with a commitment to complete TX-RAMP certification. The RFP requires integration with existing enterprise systems and vendor-provided AI modules including DynaTrace, SolarWorks, ITSM platforms, PeopleSoft, Oracle Fusion, EPIC, Salesforce, Banner, and tools such as ServiceNow and TeamDynamix. Vendors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), professional liability ($1,000,000 per claim, $3,000,000 aggregate), and cyber liability insurance with limits of not less than $10,000,000 per incident. Pricing shall be based on hourly rates for all team members with rates remaining firm for the initial term and all renewal periods, with all costs inclusive of labor, equipment, materials, fees, overhead, profit, insurance, licenses, and expenses. UTHSA explicitly states it does not guarantee any specific amount of compensation, volume, minimum, or maximum amount of services under this RFP or any resulting contract; however, the university notes that the contract may be extended to other University of Texas System institutions under group purchasing authority, and proposers should consider pricing models that account for potential higher volumes from expanded use across the UT System.

Opportunity text

UTHSA is a large academic health and research institution that is committed to advancing education, clinical care, research, and innovation. As artificial intelligence (AI), machine learning (ML), and generative AI tools are increasingly adopted across administrative, research, clinical, and academic functions; UTHSA requires a comprehensive framework to ensure AI systems are deployed responsibly, ethically, securely, and in compliance with regulatory and accreditation standards. UTHSA currently utilizes multiple AI-enabled tools across departments, including generative AI assistants, predictive analytics platforms, research algorithms, and vendor-provided AI modules embedded within enterprise systems (e.g., ERP, EHR, CRM). The rapid adoption of AI technologies - both centrally approved and user-produced - creates governance challenges related to data privacy, cybersecurity, bias mitigation, model transparency, auditability, regulatory compliance, and institutional risk exposure. This RFP seeks proposals for a comprehensive AI Governance and Monitoring Platform and associated services that will enable UTHSA to establish centralized oversight, risk classification, policy enforcement, performance monitoring, lifecycle management, and audit readiness across all AI use cases. Solutions MUST support healthcare and higher education regulatory environments (e.g., HIPAA, FERPA, FDA considerations, state privacy laws, and emerging AI regulations. No Guarantee of Volume. UTHSA does not solicit or guarantee any specific amount of compensation, volume, minimum, or maximum amount of Services under this RFP or any contract or agreement resulting from this RFP.
