About this opportunity
The Florida Department of Management Services is soliciting bids on an Invitation to Bid (ITB No. 26-25101900-ITB-V2) to establish a statewide term contract for agriculture and lawn equipment across 20 commodity groups, with bids due October 27, 2026 at 2:00 PM Eastern Time. The Department reserves the right to make multiple statewide awards, award by region, award to a single bidder, or make no award as determined in the State's best interest. A Florida business preference of up to 5% may apply if the lowest bid is from an out-of-state bidder.
The scope spans base equipment, OEM options, parts, accessories, and implements across commodity groups including all-terrain vehicles, utility vehicles, walk-behind and riding mowers, zero-turn radius mowers, wide-area mowers, utility tractors, row-crop tractors, specialty tractors, forestry equipment, golf carts, golf and turf mowers, golf specialty equipment, and slope mowers. Contractors must deliver in-stock items within 14 calendar days of order receipt, post-manufacturer installation items within 30 calendar days, and extended-lead-time items within 180 calendar days. All commodities must comply with Federal Motor Vehicle Safety Standards, EPA requirements, and Florida state regulations. Contractors must maintain at least one factory-authorized service station in Florida for warranty repairs and provide customer service by phone or email with one-business-day response requirements. Pricing is structured using Manufacturer's Suggested Retail Price discounts; contractors submit percentage-based discounts off MSRP for each awarded manufacturer and commodity group.
The current contract averages $4.8 million in annual spend. The initial contract term is three years with renewal options up to an additional three years, contingent upon satisfactory performance and fund availability. The weighted evaluation formula accounts for initial-term base equipment discounts (45%), initial-term OEM options/parts/accessories/implements discounts (15%), renewal-term base equipment discounts (30%), and renewal-term OEM options/parts/accessories/implements discounts (10%). Questions are due September 30, 2026 at 2:00 PM Eastern Time, with anticipated Q&A responses posted by October 13, 2026. A Notice of Intent to Award is anticipated November 9, 2026. The public bid opening is scheduled for 3:00 PM on October 27, 2026 at the Betty Easley Conference Center in Tallahassee or via conference call. All bids must be submitted electronically through MyFloridaMarketPlace via the SAP Business Network.
