About this file

This addendum and questions and answers document pertains to the Florida Department of Management Services' Agriculture and Lawn Equipment Invitation to Bid (ITB No. 26-25101900-ITB-V2), which establishes a statewide term contract for agriculture and lawn equipment across 20 commodity groups. The Department issued this addendum on October 6, 2026, addressing manufacturer eligibility, product classification, and bidding procedures. Key additions to the approved manufacturer list include MAX for Group 2 Sub-Group A (Utility Vehicles), Woods and Schulte for Group 9, Weiler and Supertrak for Group 19 Sub-Group A, Classen for Group 18 Sub-Group A, and Grasshopper for Group 5 (Mowers: Stand-On, Commercial Type). The bid submission deadline is October 27, 2026, at 2:00 PM Eastern Time, with a public opening at 3:00 PM. The Notice of Intent to Award is anticipated for November 9, 2026. The initial contract term is three years with renewal options up to an additional three years upon mutual written agreement, contingent on satisfactory performance and fund availability.

The Department revised the basis of award methodology to evaluate bidders based on the highest total calculated MSRP discount across initial and renewal terms using a weighted formula: Base Equipment (45% initial term weight, 30% renewal term weight) and OEM Options, Parts, Accessories, and Implements (15% initial term weight, 10% renewal term weight). Bidders must submit discounts greater than 0.00% for Base Equipment and OEM Options, Parts, Accessories, and Implements; a 0.00% discount or empty cell is deemed a "No Bid" and renders the bidder ineligible to supply those categories. Non-OEM Options, Parts, Accessories, and Implements discounts are optional and not scored in the award formula. The Department reserves the right to award up to three term contracts per manufacturer/brand name within each sub-group to responsive and responsible bidders and may award multiple contracts, single contracts, contracts by region, or make no award as determined in the State's best interest. All bidders must submit the REVISED Attachment C, Discount Sheet, with their bids and comply with mandatory responsive requirements including Attachment J (MSRP Certification Form) completed by each manufacturer. Contractors must maintain at least one factory-authorized service station in Florida and deliver in-stock items within 30 days of purchase order receipt, with extended delivery timeframes allowable upon mutual customer agreement.

Questions and Answers and

Addendum No. 1

Questions and Answers

The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:

No. Question Answer

1 Addition of MAX: Will the Department add MAX as an eligible Manufacturer/Brand Name in Attachment C, Group 1 – All Terrain Vehicles, through an addendum or revised pricing workbook?

No. MAX does not meet the specifications for Group 1 - All Terrain Vehicles.

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

2 Classification of MAX models: Please confirm the appropriate group and subgroup for the MAX 2, MAX 4, and Buffalo models. In particular, should the multi-passenger MAX 4 and the Buffalo utility model with a cargo bed be included in any applicable Group 2 – Utility Vehicles subgroup(s)? If so, please add MAX to those subgroup(s) as well.

MAX has been added to Group 2, Sub-Group A. MAX 4 and Buffalo meet the specifications for Group 2, Sub-Group A.

MAX 2 does not meet the specifications for any Group.

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

3 Eligibility and specifications: Are amphibious vehicles eligible under the applicable ATV and utility vehicle categories? Please identify any category definitions or mandatory specifications that would affect the eligibility or classification of these models.

No. Amphibious ATVs do not meet the specifications for Group 1 (ATV).

Amphibious UTVs meet the specifications for Group 2

(UTV).

See answer to question #2.

4 Bid submission instructions: If MAX is approved for inclusion, please confirm which version of Attachment C bidders should use. If the Department will not issue a revised workbook, please explain how Recreatives Industries should submit pricing for MAX without altering the prescribed Attachment C format.

Manufacturer and product information is available at >https://www.maxatvs.com. Please advise whether additional specifications or supporting documentation are required to evaluate this request and how they should be provided.

Please submit the REVISED Attachment C, Discount Sheet (Groups 1-20) with your Bid.

Refer to Attachment B, Mandatory Responsive Requirements for the mandatory documents to submit with your Bid.

Additionally, refer to REVISED Attachment C, Discount Sheet (Groups 1-20).

5 Can additional manufacturer/brand names be added to the following groups on Attachment C?

Group 9: Woods Group 9: Schulte

Yes. Woods and Schulte have been added to Group 9. Weiler and Supertrak have been added to Group 19, Sub-Group A.

Group 19, Sub-Group A: Weiler Group 19, Sub-Group A: Supertrak

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

6 How do we request to add a manufacturer that does not exist under a tab on Attachment C?

The deadline to submit questions in the Business Network has passed.

Refer to Section 1.1, Timeline of Events of the Invitation to Bid

(ITB).

Additionally, refer to Section 2.1, Question Submission of the ITB.

7 How do we submit different discount levels under one group tab (or sub group) on Attachment C for different models under one manufacturer? Some of the vehicles we sell are at one MSRP margin and others at a lower. In order for us to provide a flat MSRP discount under the singular manufacturer, we have to leave off about half of the vehicles that we offer.

Bidders shall only submit one MSRP discount per Manufacturer/Brand Name for Base Equipment and OEM Options, Parts, Accessories, and Implements for the initial and renewal terms. Multiple margins are not contemplated in this Scope of Work.

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

8 Can you please add Classen to Group 18, Sub-Group A. Yes, Classen has been added to Group 18, Sub-Group A.

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

9 Attachment C, Discount Sheet has formula errors.

On the Group 2 Tab, Sub Group B, the formulas for C34 - C50 are incorrect (I think when you were updating the sheet, you just missed this section). It will show no bid if an amount is not entered into columns F and I (which are supposed to be optional).

Will you fix the sheet, or should we enter a 0% if we don't want to fill in that section?

Yes, Attachment C, Discount Sheet (Groups 1-20) has been updated to REVISED Attachment C, Discount Sheet (Groups 1-20).

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

10 1. Will you be posting the list of Plan Holders for this bid and would it be posted prior to the submission deadline of 10/27/26?

This question is unclear.

Refer to Section 1.1, Timeline of Events of the ITB.

11 2. Will you be posting Bid Tabulations on 10/28/26 or prior to the Notice of Intent to Award announcement on 11/9/26?

The tabulation sheet will not be posted as part of the solicitation.

Refer to Section 1.1, Timeline of Events of the ITB.

Additionally, refer to Section 3.2, Special Instructions; Sub- Section 19, Public Records of the ITB.

12 May KCHPLUS INC bid as prime Contractor for selected Manufacturer/Brand and Group/Sub-Group combinations if it (a) submits Attachment J executed by the Manufacturer's authorized representative, (b) fulf ills orders through Manufacturer-authorized dealers under subcontract, and

(c) remains fully responsible for F.O.B. Destination delivery and warranty coordination? Or must the legal Bidder itself be a Manufacturer-certif ied Dealer for every brand bid?

This question is unclear.

The Term Contracts will be awarded per Manufacturer/Brand Name to the responsive and responsible Bidder(s) that submits the highest Total Calculated MSRP Discount for the initial and renewal terms.

Refer to Attachment B, Mandatory Responsive Requirements for the mandatory documents to submit with your Bid.

Additionally, refer to Section 2.8, Basis of Award of the ITB.

13 For a Florida reseller that is not OEM-owned, what Attachment J / dealer-of-record documentation does DMS require at bid opening versus after Notice of Intent to Award (MSRP List and Product Sheet under ITB Sections

2.11.4 and 2.11.5)?

The Bidder must submit Attachment J, MSRP Certif ication Form, as completed by each Manufacturer for which the Bidder has provided an MSRP discount on REVISED Attachment C, Discount Sheet (Groups 1-20) with their Bid.

Refer to Attachment B, Mandatory Responsive Requirements for the mandatory documents to submit with your Bid.

14 Does a written Manufacturer letter designating one or more Florida factory-authorized servicing dealers (third parties not owned by the Bidder) satisfy the Scope of Work Florida service requirement, or must the Bidder itself operate a Florida service location?

No. The Contractor agrees to maintain at least one factory-authorized service station or servicing Dealer within the State of Florida to perform warranty repairs and adjustments throughout the Term Contract term.

Refer to Attachment A, Scope of Work, Section 3.22, Full-Service Repair Facilities.

15 I am inquiring about delivery timeframes. Per attachment A section 3.10.1 delivery of in stock item must take place within 30 days of receipt of PO fully set up. When equipment has to be ordered from the factory the delivery is up to 180 days and then 30 days to set up. We currently have some equipment that might take up to 9 months from time of order from the factory to be delivered. As long as the delivery time frame is communicated with the ordering agency and they agree with the wait time will this be allowed or considered non-compliant?

Yes. Upon mutual agreement, the Customer may agree, but shall not be obligated in any event, to a revised delivery timeframe for a Customer’s order.

Refer to Attachment A, Scope of Work, Section 3.10.1, Delivery of In-Stock and Out-of-Stock Commodities.

16 The scope of equipment mentions non-OEM items. We do not offer a discount on items we do not manufacture.

However some of our dealerships do provide non-OEM items that can be added to equipment such as a sun shade for a mower. Will the contract allow the customer to add these items to the purchase order? We would like agencies to be able to have access to these items as it will streamline the purchase process into one quote and one

PO.

No. A bid of 0.00% discount off MSRP for Non-OEM Options, Parts, Accessories, and Implements shall be deemed a ‘No Bid’ for that category. A bid submitted with an empty cell shall be considered a ‘No Bid’. If the Bidder submits a ‘No Bid’, the Bidder shall be deemed ineligible to offer, supply, or sell Non-OEM Options, Parts, Accessories, and Implements, and any such commodities shall be strictly prohibited from being sold or billed under any resulting Contract.

Refer to Addendum No.1 to the ITB, section 2.8 Basis of Award below.

17 Attachment A mentions a punchout catalog. Will this be required for this contract or is this elective participation?

A punchout catalog is not required.

Refer to Attachment A, Scope of Work, Section 3.23, Punchout Catalog and Electronic Invoicing.

18 For group 15, could an additional Brand Name line (Frontier) be added for products offered by Deere & Company? Frontier equipment offers more than 600 implements and attachments that are compatible and improve the capability of John Deere Tractors.

No. Awarded Bidders will list all products offered from the Manufacturer/Brand on the Product Sheet.

Refer to Attachment A, Scope of Work, Section 3.8, Product Sheet and Product Sheet Adjustments.

Refer to Attachment K, Sample Product Sheet.

19 The contract term is listed as three years. It mentions possible extensions however, I did not see how many extensions are permitted. What is the max term of the contract with the initial term and extensions?

Upon mutual written agreement, the Parties may renew this Term Contract, in whole or in part, for a renewal term not to exceed the initial contract term, pursuant to Exhibit D, Enterprise Standard Terms and Conditions.

Refer to Attachment G, Draft Term Contract.

Additionally, refer to Attachment D, Enterprise Standard Terms and Conditions, Section 4.1 Term.

20 Please add Grasshopper to Attachment C, Group 5:

Mowers: Stand-On, Commercial Type.

Grasshopper has been added to Group 5.

Refer to REVISED Attachment C, Discount Sheet (Groups 1- 20).

1. The ITB, Section 2.8 Basis of Award is hereby amended as follows:

The Department intends to award up to three Term Contracts for each Manufacturer/Brand Name within each Sub-Group (or Group, for Groups that do not include Sub-Groups) to the Bidder(s) that offer the highest MSRP Discount in Attachment C, Discount Sheet (Groups 1-20).

The Term Contracts will be awarded per Manufacturer/Brand Name to the responsive and responsible Bidder(s) that submit the highest Total Calculated MSRP Discount for the initial and renewal terms.

Bidders are not required to bid on all Manufacturers/Brands Names within a Group or Sub- Group, however, if submitting a Bid, the Bidder must complete all required fields for the Manufacturer/Brand Name based on the applicable Attachment C, Discount Sheet (Groups 1-

20) and must provide a discount greater than 0.00%. MSRP Discounts for Non-OEM Options, Parts, Accessories, and Implements are optional and not scored in the Total Calculated MSRP Discount formula. This prohibition applies equally to the primary Contractor and any authorized resellers, distributors, dealers, or subcontractors operating under the Contract.

The Department will consider the total MSRP Discount for each year of the Term Contract, including renewal years, as submitted by the Bidder. The Department reserves the right to award multiple Term Contracts or to award Term Contract(s) for all or part of the work contemplated by this solicitation. The Department reserves the right to reject all Bids. The Department reserves the right to award Term Contract(s) to the next highest responsive Bid(s) from responsive and responsible Bidder(s) to this solicitation if the Department cannot execute a mailto:agencyclerk@dms.fl.gov

Term Contract with a Bidder previously awarded a Term Contract. The Department reserves the right to award to another vendor if the Department is unable to execute a Term Contract with the initially or previously awarded Bidder. A Bidder may not be considered for an award for a Manufacturer/Brand Name if a discount of 0.00% is provided for the Base Equipment or OEM Options, Parts, Accessories, and Implements.

A single Term Contract document will be executed for an awarded Bidder, regardless of the number of Manufacturer/Brand Name awarded.

The Bidder’s Total Calculated MSRP Discount will be calculated by the Department for each Manufacturer/Brand Name Bid on within a Group or Sub-Group for the initial and renewal terms using the formula below:

(Note: discounts off of MSRP are expressed as decimals for calculation purposes (e.g. 25.05% = 0.2505))

(A × 0.45) + (B × 0.15) + (C × 0.30) + (D × 0.10) = X

Where:

A = Initial Term Base Equipment MSRP Discount B = Initial Term OEM Options, Parts, Accessories, and Implements MSRP Discount C = Renewal Term Base Equipment MSRP Discount D = Renewal Term OEM Options, Parts, Accessories, and Implements MSRP Discount X = Total Calculated MSRP Discount

2. Attachment C, Discount Sheet (Groups 1-20), has been replaced in its entirety. Please see REVISED Attachment C, Discount Sheet (Groups 1-20). All references to Attachment C, Discount Sheet (Groups 1-20) contained in ITB No. 26-25101900-ITB-V2 are hereby amended to refer to REVISED Attachment C, Discount Sheet (Groups 1-20).
