About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Governor's Office of Economic Development (GOED), is requesting statements of qualifications for an Agency of Record to develop outbound marketing and communications campaigns, with submissions due September 25, 2026. This is a qualifications-based selection under Utah Procurement Code 63G-6a Part 15; the highest-ranked vendor will be selected to negotiate a one-year contract at fair and reasonable compensation, and if negotiations fail, the state may proceed with the next highest-ranked vendor.

The scope requires the selected vendor to assist GOED in establishing groundwork and proof of concept for outbound marketing and communications designed to attract business opportunity and investment to Utah's economy, with clear metrics to measure campaign effectiveness. Vendors must demonstrate ability to travel to Salt Lake City and commit to interview participation, either in person or virtually. No pricing information should be included in qualifications submissions.

Evaluation occurs in two stages. Technical submissions, limited to 10 pages, are scored on 600 points across four criteria: Project and Deliverables Outline (150 points), Project Schedule and Timeline (150 points), Agency Background and Team Qualifications (150 points), and Previous Work Examples with emphasis on measurement and similar-scope projects (150 points). Vendors must achieve at least 70 percent to advance to the interview stage. The interview phase (400 points) consists of a 45-minute presentation on the proposed plan and 15 minutes for questions; the committee evaluates the vendor's ability to address questions and demonstrate return on investment and alignment with GOED's mission. Vendors must achieve at least 70 percent on the interview evaluation to be eligible for award.

All deliverables and work products become state property. Vendors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, comply with anti-boycott provisions under UCA 63G-27, and certify non-use of forced labor or technology from restricted foreign entities. Questions must be submitted through the U3P platform during the specified Q&A period. No award notification constitutes a binding contract; only a fully executed purchase order or contract creates legal obligation.
