About this file
This Scope of Work document is associated with a Request for Statement of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing on behalf of the Governor's Office of Economic Development (GOED). The procurement seeks qualified design professional service providers and consultants to assist GOED in establishing the groundwork and proof of concept for outbound marketing and communications initiatives aimed at attracting business opportunity and investment to Utah's economy. The contract term is one year, and vendors are instructed not to include pricing in their qualifications submissions. The state will rank vendors based on qualifications and negotiate contract terms and compensation determined to be fair and reasonable with the highest-ranked vendor. If negotiations fail with the top-ranked vendor, the state may proceed with negotiations with the next highest-ranked vendor.
The procurement will be conducted under Utah Procurement Code 63G-6a Part 15 for the purchase of Design Professional Services and Consultants. Vendors must submit statements of qualifications without pricing information. The selected vendor will be expected to develop clear metrics to measure the effectiveness of outbound marketing and communications campaigns. No specific funding amounts, set-asides, or incumbent information is detailed in this scope of work document. The initiative represents GOED's effort to establish a measurable framework for economic development marketing activities and to test proof-of-concept strategies for attracting business investment to the state.

Attachment B Scope of Work #GN27-101
Agency of Record – Outbound Campaigns
1. Introduction The Governor’s Office of Economic Development (GOED) is entering into a 12-month engagement contract to lay the groundwork and establish a proof of concept, with clear metrics, for outbound marketing and communications to attract opportunity and investment to Utah’s Economy.
2. Background GOED’s mission is to advance Utah’s long-term economic success so people and businesses can thrive — through innovation, capital, and quality of life. This supports our long-term vision for Utah: to be the place of unmatched opportunity and livability.
To support this mission, GOED is evolving from a reactive to a proactive outreach posture. This change will orchestrate and drive inbound economic opportunities for Utah, bolstered by in-state understanding of Utahns, economic development professionals, and, specifically, businesses.
3. Scope of Work GOED has identified three primary areas of focus for this engagement.
1. Establishing a State-Driven Economic Development Brand Establish “Utah Elevated” as a distinct economic development identity separate from the ‘Life Elevated” Utah Office of Tourism (UOT) brand. The brand's purpose is to create an open-architecture narrative and framework that industry and economic development partners can co-own, adopt, and champion. The goal is for industry, government, and business-oriented Utahns to understand and participate in Utah’s economic work and story. This includes, but is not limited to, strategically paid, earned, and owned in-state placements.
2. Development and Execution of Outbound GTM Strategy Develop and execute a statewide outbound/GTM strategy that attracts companies, projects, and various forms of investment. This includes top-of-funnel awareness (e.g., building the Utah business-attraction brand out of state) and lead-generation activities that result in tangible economic development opportunities, with a focus on mid-term results.
· Activity should center on our targeted industries, including Aerospace and Defense, Financial Services (esp. Fintech), Life Sciences and Healthcare, Tech (esp. AI, quantum, and blockchain), and Energy and Minerals.
· Project recommendations may focus primarily on a limited set of these industries or geographies, given available resources, and a desire to demonstrate strong ROI.
· Project recommendations should include initial concepts for Paid, Earned, Shared, and Owned media with particular emphasis on tactics related to digital and social media marketing, media relations, and events.
· Project recommendations must include the ability to subcontract with physical event specialists (e.g., booth creation) and experience-creation specialists.
· Effective Benchmarks and Metrics
3. Development of Measurement and Metrics Develop clear benchmarks and metrics for the effectiveness of both outbound and in-state efforts. Baseline/research steps and measurement methodologies should be cost-effective, repeatable, and align with the Barcelona Principles.
4. Requirements Upon project completion, all assets and intellectual property shall belong to the State of Utah.
Contractor is expected to be available for a scheduled cadence of coordination meetings with GOED throughout this process. In addition to the content coordination, this will include regular coordination on the project strategy, budget, timeline, reporting, and deliverables.
Contractor shall coordinate with GOED/UOT agency of record to ensure coordination around all of the state’s marketing efforts, both in and out of state.
Contractor, as requested, is required to travel to GOED Offices in Salt Lake City, Utah for requested meetings and presentations.
Contractor agrees to collaborate with additional, external resources as requested by GOED and the GOED Marcom team.
5. Project Timeline
· GOED/Contractor Project Kickoff – November 2026
· Initial, in-state campaign launch – December 2026
· Initial, out-of-state campaign launch – Mid-January 2027
· Project Close-out Date – October 2027
6. Project Budget GOED has an approximate budget of $500,000 for this initial 12-month engagement.
