About this file
This is an evaluation criteria document for a Request for Statement of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing on behalf of the Governor's Office of Economic Development (GOED). The solicitation seeks a qualified vendor to serve as Agency of Record for outbound marketing and communications campaigns designed to attract business opportunities and investment to Utah's economy. The engagement is a one-year contract for professional design and consulting services. The evaluation process consists of two stages: a technical submission stage requiring vendors to provide statements of qualifications limited to 10 pages, and an interview stage for vendors meeting the technical threshold. Vendors must demonstrate ability to travel to Salt Lake City, Utah, and commit to participating in an interview with the selection committee, either in person or virtually.
The technical submission will be evaluated on four criteria totaling 600 points: Project and Deliverables Outline (150 points), Project Schedule and Timeline (150 points), Agency Background and team qualifications (150 points), and Previous Work Examples with emphasis on measurement and similar scope projects (150 points). Vendors must achieve a minimum score of 70 percent to advance to the interview stage. The interview phase, worth 400 points, will consist of a 45-minute presentation on the proposed plan and 15 minutes for questions and answers, with evaluation focusing on the vendor's ability to address committee questions and demonstrate how the proposed plan accomplishes return on investment and GOED's mission. Vendors must achieve a minimum of 70 percent on the interview evaluation to be eligible for contract award. No pricing information should be submitted with qualifications; the final contract compensation will be determined through negotiation as fair and reasonable.
